In case No. 1472/2006(Sayadi et al v. Belgium),concerning the application to have the authors' names removed from the Consolidated List of Individuals and Entities Belonging to or Associated with the Taliban and Al-Qaida Organization as Established and Maintained by the 1267 Committee, the Committee held that the State party was bound to provide the authors with an effective remedy.
The Consolidated List of individuals and entities belonging to or associated with the Taliban and Al-Qaida continues to develop in scope and accuracy, and Member States increasingly regard it, along with the rest of the sanctions regime, as a critical element in the international response to terrorism.
The report examines the continuing problems associated with the Consolidated List of individuals and entities subject to the sanctions measures and concludes that these seriously undermine implementation; but at the same time it notes the many improvements that have been made.
The Consolidated List of Individuals and Entities Belonging to or Associated with the Taliban and Al-Qaida is an expression of the resolve of the international community to defeat terrorism in general and to combat the individuals and entities supporting Al-Qaida and the Taliban in particular.
By a note verbale dated 4 March,a State inquired whether a certain entity was included in the consolidated list of individuals and entities subject to the travel ban and assets freeze pursuant to the relevant Council resolutions. The Committee responded on 19 March, encouraging the State to consult the consolidated list posted on the website of the Committee.
On 19 August 2010, the Committee issued an updated consolidated list of individuals and entities subject to, with certain exemptions, the travel ban and/or assets freeze, thereby reflecting the designated names and entities contained in annexes I-III of resolution 1929 2010.
In June 2011, the Security Council decided to split the Consolidated List of individuals and entities subject to sanctions on account of their association with the Taliban and Al-Qaida into two, moving those entries related to the Taliban into a separate list subject to a new sanctions regime.
The Committee, by maintaining, updating and improving its consolidated list of individuals and entities associated with Al-Qaida and the Taliban, and by effectively monitoring the implementation by Member States of the sanctions targeting listed individuals and entities, plays a crucial role in the United Nations counter-terrorism efforts.
By a letter dated 7 November, a State inquired whether an individual andan entity were included in the consolidated list of individuals and entities subject to the travel ban and assets freeze pursuant to the relevant Council resolutions. The Committee responded on 14 November, encouraging the State to consult the consolidated list posted on the website of the Committee.
