Note by the Secretary-General on the revised general guidelines regarding the form and contents of reports to be submitted by States parties(E/C.12/1991/1);
Revised guidelines regarding the form and contents of reports to be submitted by States parties under articles 16 and 17 of the International Covenant on Economic, Social and Cultural Rights.
The report has been worked out in conformity with the general guidelines regarding the form and contents of reports to be submitted by States parties of the Convention CAT/C/14.

With respect to the revised guidelines regarding the form and contents of reports to be submitted by States under articles 16 and 17 of the Covenant(see Official Records of the Economic and Social Council, 1991, Supplement No. 3(E/1991/23)), for the general part of the report, reference is made to the core document of the Netherlands Antilles based on the consolidated guidelines for the initial part of reports of States parties, as laid down in document HRI/CORE/1 of 24 February 1992.
The report is organized in conformity with the general guidelines regarding the form and contents of reports to be submitted by States parties under article 19(1)of the Convention CAT/C/14.
This report, submitted under article 9(1) of the International Convention on the Elimination of All Forms of Racial Discrimination,has been drawn up in accordance with the Guidelines regarding the form and contents of reports to be submitted by States parties.

Under this item, the Committee may wish, inter alia,to discuss the guidelines regarding the form and contents of reports to be submitted by the States parties under article 29, paragraph 1,of the Convention, as well as its annual report, in accordance with article 36 of the Convention.
At its fifteenth session, the Committee decided that Monday,12 May 1997 would be a day of general discussion devoted to the revision of its revised general guidelines regarding the form and contents of reports to be submitted by States parties under articles 16 and 17 of the International Covenant on Economic, Social and Cultural Rights.
Particular attention was paid in preparing this report to the general guidelines regarding the form and contents of reports to be submitted by States parties under article 9, paragraph 1,of the Convention; the late submission of the report is regretted.
