An Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area was adopted at an intergovernmental meeting held in Monaco in November 1996, under the aegis of the Convention on the Conservation of Migratory Species of Wild Animals.

ACCOBAMS, the Agreement on the Conservation of Cetaceans in the Black Sea,Mediterranean Sea and contiguous Atlantic area is‘a cooperative tool for the conservation of marine biodiversity in the Mediterranean and Black Seas.
A list of peer-reviewed scientific studies was received from the Permanent Secretariat of the Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area.
The Agreement on the Conservation of Cetaceans in the Black Sea,Mediterranean Sea and contiguous Atlantic area(ACCOBAMS), founded in 1996, specifically protects cetaceans in the Mediterranean area, and"maintains a favorable status", a direct action against whaling.
The permanent secretariat of the United Nations Agreement on the Conservation of Cetaceans of the Black Sea,the Mediterranean and Contiguous Atlantic Area(ACCOBAMS) is based in the Principality.
The parties to the Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area undertake to adopt measures prohibiting large-scale driftnets in the Agreement's area and to establish and manage specially protected areas that serve as habitat or provide important food resources for cetaceans.
Work is also ongoing in the context of the International Whaling Commission(see paras. 193 and 195 above) and the Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area.
Also, the Commission for the Protection of the Marine Environment of the North-East Atlantic is participating in work under the Agreement on the Conservation of Cetaceans of the Black Sea Mediterranean Sea and Contiguous Atlantic Area to develop appropriate tools to assess the impact of anthropogenic noise on cetaceans and to further elaborate measures to mitigate such impacts.
GFCM stated that it planned to hold two workshops in 2008 on by-catch and incidental catches, in collaboration with the Agreement on the Conservation of Cetaceansof the Black Sea, Mediterranean Sea and Contiguous Atlantic Area.

The Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area, concluded under the Convention on the Conservation of Migratory Species of Wild Animals and whose headquarters is in Monaco, focuses its efforts on such species throughout the basin of the Black Sea, the Mediterranean and the contiguous Atlantic area.
The RAMOGE Agreements for the control of marine pollution and the Agreement on the Conservation of Cetaceans in the Black Sea,the Mediterranean Sea and contiguous Atlantic Area reinforced that international engagement.
They aim to conserve: Populations of European Bats(EUROBATS) Cetaceans of the Mediterranean Sea,Black Sea and Contiguous Atlantic Area(ACCOBAMS) Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas(ASCOBANS) Seals in the Wadden Sea(Wadden Sea Agreement) African-Eurasian Migratory Waterbirds(AEWA) Albatrosses and Petrels(ACAP) Gorillas and Their Habitats(Gorilla Agreement) In addition, several Memoranda of Understanding(MoU) have been concluded to date under the auspices of CMS.
It has cooperated with FAO and the secretariats of the Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas and the Agreement on the Conservation of Cetaceans of the Black Sea,the Mediterranean Sea and Contiguous Atlantic Area, in addition to general calls to States to take measures to reduce by-catch.
At an international workshop on cetacean by-catch within the Agreement on the Conservation of Cetaceans in the Black Sea,Mediterranean Sea and Contiguous Atlantic Area, held in September 2008, participants reviewed national overviews of cetacean-fisheries conflicts; extended and adapted the draft protocol for data collection on by-catch and depredation to other species of conservation concern; and approved the use of a multidisciplinary database on incidental catches developed by the General Fisheries Council for the Mediterranean.
Two regional agreements, concluded under the auspices of the Convention on Migratory Species, address the conservation of cetaceans: the 1991 Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas(ASCOBANS) and the 1996 Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area ACCOBAMS.
The Commission is working with a number of other relevant organizations on this issue, including IMO, the Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Areas(ACCOBAMS) and the Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas(ASCOBANS) see also paras. 63, 145 and 193 of the present report.
In the past two years, concern regarding marine noise has been expressed in meetings of the Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas, the International Whaling Commission, the European Parliament, the Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area and the World Conservation Union.137 However.
In the context of the Year of the Dolphin, launched by the Convention on Migratory Species of Wild Animals, with the secretariats of the Agreement on the Conservation of Cetaceans of the Baltic Sea,Mediterranean Sea and Contiguous Atlantic Area and the Agreement on the Conservation of Small Cetaceans of the Baltic and the North Seas, a meeting will be organized in 2007 to negotiate an agreement for the conservation of marine mammals in West African waters of the Eastern Atlantic. .
In this respect, implementation of the regional agreements concluded under the Convention on the Conservation of Migratory Species of Wild Animals, such as the Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area and the Agreement on the Conservation of Small Cetaceans of the Baltic and North Seas.
Efforts towards a common approach for the development of voluntary guidelines on mitigation of noise-generating activities in the marine environment by the Convention on Migratory Species of Wild Animals, the Agreement on the Conservation of Cetaceans of the Black Sea,Mediterranean Sea and Contiguous Atlantic Area, the Agreement on the Conservation of Small Cetaceans of the Baltic, North East Atlantic, Irish and North Seas and the Commission for the Protection of the Marine Environment of the North-East Atlantic are ongoing.
