Specific suggestions for elements that should be referenced in this section were made, including reaffirming the purposes and principles of the United Nations, relevant references to the Charter of the United Nations,the Universal Declaration of Human Rights and the General Assembly Declaration on a Culture of Peace(General Assembly resolution 53/243 of 13 September 1999) as well as resolutions of the General Assembly and the Human Rights Council on the subject.
The agreed text, as contained in document A/53/L.79, contains the Declaration on a Culture of Peace in part A, which highlights the ideals, norms and objectives of a culture of peace and identifies the actors involved in its furtherance.
The Declaration on a Culture of Peace, adopted by the General Assembly at its fifty-third session, links the development of a culture of peace to the elimination of discrimination and advocates the advancement of understanding, tolerance and solidarity among all civilizations, peoples and cultures, including towards ethnic, religious and linguistic minorities.
We have studied with particular attention the elements for a draft provisional United Nations declaration on a culture of peace, and we may say that UNESCO deserves our praise for a comprehensive and visionary document which stems from the fundamental objective enshrined in its Constitution.
Solemnly proclaims the present Declaration on a Culture of Peace to the end that Governments, international organizations and civil society may be guided in their activity by its provisions to promote and strengthen a culture of peace in the new millennium.
Aware of the need-- as underscored by the General Assembly when solemnly proclaiming its Declaration on a Culture of Peace-- for the participation of Governments, international organizations, civil society and the media in promoting and strengthening a Culture of Peace in the new millennium.
The considered aspects set out in the declaration on a culture of peace correspond to and complement the efforts of the international community to promote and universally apply all human rights- especially during this year when we are commemorating the fiftieth anniversary of the Universal Declaration of Human Rights and the fifth anniversary of the Vienna Declaration and Programme of Action- because, in our opinion, there is an undeniable and unequivocal link between peace and respect for all human rights.
Building on the same principles, in 1999 the General Assembly adopted the historic Declaration on a Culture of Peace, which emphasized the promotion of multilateral cooperation, respect for life, the ending of violence and the freedom and practice of non-violence through dialogue, cooperation and commitment to the peaceful settlement of disputes.
The General Assembly's adoption of the Declaration on a Culture of Peace demonstrated our commitment to the Organization's work to ensure a future in which a culture of peace and the values of freedom, justice, democracy, development, respect for human rights, equity, equality, non-interference in the internal affairs of States, the prohibition of aggression and occupation, and respect for the sovereignty and the uniqueness of each society are effective building-blocks of dialogue aimed at coexistence and mutual understanding.
