Spain declares that it recognizes the competence of the Committee to receive and consider communications to the effect that the Spanish State is not fulfilling its obligations under this Convention.

Pursuant to article 14(1) of the[said Convention],Luxembourg declares that it recognizes the competence of the Committee on the Elimination of Racial Discrimination to receive and consider communications from individuals or groups of individuals within its jurisdiction claiming to be victims of a violation by Luxembourg of any of the rights set forth in the Convention.
The Government of the Republic of Tunisia declares that it recognizes the competence of the Human Rights Committee established under article 28 of the International Covenant on Civil and Political Rights, to receive and consider communications to the effect that a State party claims that the Republic of Tunisia is not fulfilling its obligations under the Covenant.
