We must start multilateral negotiations on nuclear disarmament and other related issues in the Conference on Disarmament, in parallel with bilateral negotiations between the nuclear-weapon States.

In connection with the role of science and technology in the context of international security, disarmament and other related fields, it is clear from the report of the Disarmament Commission(A/49/42)- whose deliberations, among others, are paving the way for negotiations on multilateral disarmament agreements- that there was no consensus on a text containing guidelines and recommendations on the role of science and technology in the context of international security, disarmament and allied fields.
The role of science and technology in the context of international security, disarmament and other related fields has to be re-emphasized.
In this respect, we note with regret that, despite the considerable effort that has been devoted to the subject in the Disarmament Commission and the General Assembly in years past, the international community has not been able to agree on guidelines for the role of science and technology in the context of international security, disarmament and other related fields.

For a number of years, the General Assembly has been considering at its sessions the item entitled“Role of science and technology in the context of international security, disarmament and other related fields”.
The second was“The role of science and technology in the context of international security, disarmament and other related fields”; it was considered by Working Group II, chaired by Ambassador Peggy Mason of Canada.
I turn now to agenda item 5:"The role of science and technology in the context of international security, disarmament and other related fields.
We call upon all Member States to ensure the application of scientific and technological processes in the framework of international security, disarmament and other related fields without detriment to the environment or to its effective contribution to attaining sustainable development.
Decides to include in the provisional agenda of its fiftieth session the item entitled"The role of science and technology in the context of international security, disarmament and other related fields.
Noting the proposal for reconsidering the subject entitled'The role of science and technology in the context of international security, disarmament and other related fields' by the Disarmament Commission in the near future.
My delegation attaches special importance to the successful conclusion of our work on the item entitled"The role of science and technology in the context of international security, disarmament and other related fields.
We call upon States to adopt unilateral, bilateral, regional and multilateral measures to contribute toensuring the application of scientific and technological progress within the framework of international security, disarmament and other related spheres, without detriment to the environmentand with a view to achieving sustainable development.
We express our satisfaction at the efforts being made in this Committee to maintain a constructive dialogue on the role of science and technology in the context of international security, disarmament and other related fields.
Cuba reiterates the need to continue to adopt the necessary national, bilateral, regional and multilateral measures so as to contribute to the application of scientific and technological progress in the framework of international security, disarmament and other related spheres, without detriment to the environment or to its effective contribution to attaining sustainable development.
My delegation regrets that the Commission failed to conclude its work on the agenda item on the role of science and technology in the context of international security, disarmament and other related fields.
Ms. Mason(Canada)(Chairman of Working Group II): Working Group II, on the role of science and technology in the context of international security, disarmament and other related fields, has also held three meetings.
The Disarmament Commission has had scant success in addressing the item entitled“The role of science and technology in the context of international security, disarmament and other related fields”.
Invites Member States to enhance bilateral and multilateral dialogue on the role of science and technology in the context of international security, disarmament and other related fields, with a view to.
I wish to introduce that draft resolution, which relates to agenda item 55, and is entitled“The role of science and technology in the context of international security, disarmament and other related fields”.
My delegation would like also to explain its abstention in the vote on resolution A/C.1/49/L.29 concerning the role of science and technology in the context of international security, disarmament and other related fields.
As a result some crucial issues remained unresolved, and so there were still no agreed guidelines on the role of science and technology in the context of international security, disarmament and other related fields.
Mr. Chandra(India): I should like to explain our vote, before the voting, on draft resolution A/C.1/49/L.29, entitled“The role of science and technology in the context of international security, disarmament and other related fields”.
On Monday, 28 October 1996, in Conference Room 5, there will be a meeting of co-sponsors of the draft resolution entitled“Prohibition of the Production of Fissile Material for Nuclear Weapons or Other Nuclear Explosive Devices” at 11 a.m. and a meeting of co-sponsors of draft resolution entitled“The Role of Science and Technology in the Context of International Security, Disarmament and Other Related Fields” at 11.30 a.m.
