Noting the reference in the decision on the principles and objectives for nuclear non-proliferation and disarmament to the importance of the following measures for the full realization and effective implementation of article VI of the Treaty on the Non-Proliferation of Nuclear Weapons, United Nations, Treaty Series, vol. 729, No. 10485.
As one logical multilateral step in the full realization and effective implementation of article VI, we reaffirm the necessity of a non-discriminatory, universally applicable and internationally and effectively verifiable convention banning the production of fissile material for nuclear weapons or other nuclear explosive devices negotiated in accordance with the 1995 statement of the Special Coordinator of the Conference on Disarmament and the mandate contained therein.
Recalling its resolution 50/70 Q of 12 December 1995,in which the General Assembly noted that the States parties to the Treaty affirmed the need to continue to move with determination towards the full realization and effective implementation of the provisions of the Treaty,and accordingly adopted a set of principles and objectives.

The strengthened Preparatory Committee process should make substantive contributions,taking into consideration the 1995 decision on principles and objectives, in order to enable the Review Conference to evaluate the full realization and effective implementation of the provisions of the Treatyand to identify the areas in which further progress should be sought in future.
The Preparatory Committee reaffirms the need to continue to move with determination towards the full realization and effective implementation of the provisions of the Treaty,and accordingly adopts the following recommendations to the 2015 NPT Review Conference, without prejudice to the work of the Review Conference.
