Some delegations expressed regret and deep concern regarding the process through which the Working Group of the Whole had taken action on the further revised working paper submitted by Cuba at the 2009 session of the Special Committee, entitled"Strengthening of the role of the Organization and enhancing its effectiveness" see A/64/33, para. 32.
The further revised working paper entitled"Strengthening of the role of the Organization and enhancing its effectiveness", submitted by Cuba at the 2009 session of the Special Committee, was considered by the Special Committee during the general exchange of views held at its 260th meeting, on 28 February 2011, and during the 2nd meeting of the Working Group of the Whole, on 1 March 2011.
The Committee had continued its consideration of a further revised working paper on that topic submitted by Japan and co-sponsors Australia, the Republic of Korea, Thailand and Uganda.
The further revised working paper, entitled"Strengthening of the role of the Organization and enhancing its effectiveness", submitted by Cuba at the 2009 session of the Special Committee, was considered by the Special Committee during the general exchange of views held at the 257th meeting, on 1 March 2010, and during the 1st and 3rd meetings of the Working Group of the Whole, on 1 and 3 March 2010.
Paragraphs 31 to 36 reflected the Committee's discussion of the further revised working paper submitted by Cuba at its 2009 session, entitled"Strengthening of the role of the Organization and enhancing its effectiveness.
She accordingly welcomed the further revised working paper submitted by Cuba entitled"Strengthening the role of the Organization and enhancing its effectiveness", a key aim being to ensure the maintenance of international peace and security while avoiding infringement on the mandates of other principal United Nations organs, in particular the General Assembly and the Economic and Social Council.
At the 248th meeting, on 18 March, Japan announced a further revised working paper, which it emphasized had been prepared based on informal consultations during the current session of the Special Committee.
The further revised working paper submitted by the Russian Federation, entitled"Basic conditions and standard criteria for the introduction and implementation of sanctions imposed by the United Nations", contained in the annex to the 2008 report of the Special Committee(see note 2 above), was referred to in the general exchange of views held at the 255th meeting of the Special Committee, on 17 February 2009.
His delegation welcomed the proposal submitted by Ghana and the further revised working paper submitted by the Bolivarian Republic of Venezuela and looked forward to substantive discussions on them during the Special Committee's next session.

The sponsor invited delegations to examine the further revised working paper, and also proposed that the Special Committee recognize the value of considering measures within the United Nations with a view to ensuring the revitalization of the General Assembly in order to effectively and efficiently exercise the functions assigned to it under the Charter of the United Nations.
The draft language of the Friends of the Chair was reviewed and further revised by the Working Group.
The sponsor delegation requested the inclusion of a further revised version of the working paper as an annex to the report of the Special Committee.
The Working Group reviewed and further revised the proposed amendments to the technical annexes on the basis of informal documents Nos. 14- 20.
Further discussion of the revised working paper submitted by the Libyan Arab Jamahiriya on the strengthening of certain principles concerning the impact and applications of sanctions would also be useful.
The handbook presented to the Committee at its fourth meeting was updated and further revised by the working group based on comments submitted by Parties and observers and on the recommendations contained in the discussion paper on risk profiles.
