This note has briefly reviewed the challenges and opportunities, as well as national andinternational measures, in relation with the critical development strategy of harnessing knowledge for development.
A multi-stakeholder meeting entitled"Mobilizing resources and harnessing knowledge for development: investment and the local production of essential medicines" was organized in November 2007 in Geneva to discuss ways to strengthen developing countries' and LDCs' local capacities in the pharmaceutical sector, including through investment and trade.
As far as growth was concerned, he identified the following areas as key to African development strategies: investment, particularly in light of Africa's extremely limited share of global foreign direct investment; productive capacity; infrastructure; agriculture; inclusive growth, which would mean making better use of the potential of women andyoung people; and harnessing knowledge, particularly in the area of science and technology.
One of the sub-themes of UNCTAD XII,"Enhancing the enabling environment at all levels to strengthen productive capacity, trade and investment:Mobilizing resources and harnessing knowledge for development", would address policy areas that must be tackled in order to enable more developing countries to benefit from the globalization of knowledge and technology.
In February 2012, UNICEF presented an Executive Board report," Harnessing knowledge to achieve results for children", that noted a number of elements that helped to position UNICEF as a knowledge leader on children 's issues:( a) unique access to local global knowledge;( b) ability to gather evidence and apply knowledge;( c) a convening and brokering role;( d) ability to focus exclusively on all aspects of children; and( e) high credibility and legitimacy.
UNCTAD also contributed to the United Nations Economic Commission for Africa(ECA) expert group meeting on"Harnessing knowledge to achieve the Millennium Development Goals" in November 2010, providing an overview of its experience with STI in African countries based mainly on the five STIP Reviews that UNCTAD has prepared for African countries to date including Ethiopia and Angola.

In order to harness knowledge for technological progress, growth and development, there should be good institutions to(a) coordinate the activities of different actors, from researchers to entrepreneurs, including intermediaries and consumers; and(b) legislate for and support(through provision of finance and infrastructure) the creation of knowledge and technology, their diffusion and access by the public.
