Medecins Sans Frontieres representatives have participated in numerous"Arria meetings" of the Security Council to brief its members on particularly urgent or important issues, including the protection ofcivilians in armed conflict(April, 2000) and on the humanitarian situations in Liberia(October, 2001), Angola(March, 2002), the Mano River Region(May, 2002), Iraq(April, 2003) and again in Liberia September, 2003.
The humanitarian situation in Guinea, Liberia and Sierra Leone deteriorated owing to the Ebola outbreak, which has been declared a Public Health Emergency of International Concern by WHO.
The Security Council remains concerned at the situation in Liberia, particularly the continuing dire humanitarian situation of much of the population.
But reports by aid agencies and visits by previous panels of experts to Liberia provide sufficient evidence to unequivocally state that long before thesanctions came into force, the general humanitarian and socio-economic situation in Liberia was catastrophic.
