Chapter IV deals with the  right to  access information relating to the environment.
Information relating to the environment"" shall mean any information  in written, visual, aural, electronic or other physical form regarding.
Ccentral and local executive authorities that collect and hold information relating to the environment; and.
In Article 19 of the  EPA,"information relating to the environment" shall mean any information  in written, visual, aural, electronic or other physical form regarding.
According to  Article 20(1) of the  EPA,access to  information relating to the environment may be denied where the request is for.
Among general principles, article L. 110-1 4 refers to"the principle of participation,whereby everyone has access to  information relating to the environment.
On a federal level, the  information relating to the environment is centralized in the Federal Plan for Sustainable Development, on the one hand, and a federal report especially dedicated to the environment  will be published in 2010.
According to  aArticle. 20, para.(1), of the  Environmental Protection Act, EPA: aAccess to  information relating to the environment may be denied where the request is for.
According to  Article 17 of the  EPA,anyone shall have the  right of access to  available information relating to the environment without having to  prove a specific interest.
According to  Article 20(2) of the  EPA, information relating to the environment shall be provided within 14 days after the  date on which the  applicant was notified about the  decision of the  competent authority to  provide access to the information  requested.
Article L. 124-7 of the Environment  Code states that public authorities shall take measures to  inform the  public of their right to  access information relating to the environment.
According to  aArticle. 20, para.(/6), subsection /5,of the  Environmental Protection Act, EPA:- in case of restricted access, the available information relating to the environment shall be provided in the  part therein as can possibly be separated out from the restricted information.
Action to  ensure that the  fees charged by public authorities for provision of information relating to  urban planning andbuilding are the  same as for information relating to the environment;
According to  Artarticle. 20, para.(2), of the  Environmental Protection Act,:- information relating to the environment shall be provided within fourteen 14 days after the  date on which the  applicant was notified about the  decision of the  competent authority to  provide access to the information  requested.
According to  Artarticle. 17 of the  Environmental Protection Act,:- anyone shall have the  right of access to  available information relating to the environment without having to  prove a specific interest;
For access to information, in chapter IV, on freedom of access to  information relating to the environment, article L. 124-1 basically refers to  Act No. 78-753 of 17 July 1978 on various steps to  improve relations between the  administration and the  public, and introduces specific provisions in respect of the environment. .
Bbodies and organizations that dispose of resources of the  consolidated national budget andthat collect and hold information relating to the environment, with the  exception of the  legislative and judicial authorities.
Note that further action should be taken by the  Party to  ensure that fees charged by public authorities for provision of information relating to  urban planning andbuilding are the  same as for information relating to the environment;
In the  Special Rapporteur's view,the  right to  information relating to the environment requires that information be relevant and comprehensible; that it be provided in a timely manner; that the procedures to obtain information, if established, be simple and brief; that the cost to individuals and groups be reasonable; and that it be available across State boundaries.
At the  same time, the  representative of Kyrgyzstan highlighted the  country's efforts to  enhance public access to  national reports on the  state of the environment  andthe  texts of legislation and other legal information relating to the environment.
According to  Article 19(2) of the  EPA, Information relating to the environment shall mean any information  in written, visual, aural, electronic or other physical form regarding as well as the  activities and/or measures, including administrative measures, international agreements, policies, legislation, plans and programmes impacting or capable of impacting the  environmental media.
In its report of 16 September 2013, the  Party concerned provided information  on the  activities it had undertaken to  notify the  competent public authorities that the  fees charged for the  provision of information relating to  urban planning andbuilding should be the  same as for information relating to the environment, in accordance with paragraph 5 of decision IV/9f.
According to  Artarticle. 19, para.(/2,)/ of the  Environmental Protection Act,"EPA:-"information relating to the environment"" shall mean"any information  in written, visual, aural, electronic or other physical form regarding., as well as the  activities and/or measures, including administrative measures, international agreements, policies, legislation, plans and programmes impacting or capable of impacting the  environmental media.
This was a welcome new in-sight responding to the  demand for economic information related to the environment.
In addition, information related to the environment is also collected at Archived Information  Fund of the  Ministry, where it is regularly updated and made widely available to the  public.
Parties shall ensure that the  preparation of the  environmental report includes proper consultations with the  public,in order to  obtain the  information, related to the environment, which the  public can provide.
Steps should alsobe taken by Governments, academia, and scientific institutions to  improve access to  scientific information related to the environment and sustainable development.
