As of 31 July 2007, 192 States were parties to the Statute of the Court, and65 of them had deposited with the Secretary-General a declaration of acceptance of the Court's compulsory jurisdiction , in accordance with paragraph 2 of Article 36 of the Statute.
Consequently, Japan's interpretation was that in cases where no State party was obliged to establish jurisdiction in accordance with paragraph 1, but where States parties might choose to do so in accordance with paragraph 2, the obligation under paragraph 4 of article 10 would not be invoked.
Each of the offences shall be treated, for the purpose of extradition between States Parties, as if it had been committed not only in the place in which it occurred butalso in the territory of the States required to establish their jurisdiction in accordance with paragraph 1 of article 4.
The provisions of paragraphs 3 and 4 of this article shall be without prejudice to the right of any State Party having a claim to jurisdiction in accordance with paragraph 1(b) of article 5 to invite the International Committee of the Red Cross to commu-nicate with and visit the alleged offender.

Application of jurisdiction in accordance with article 15, paragraph 2, of the Organized Crime Convention is optional.
We welcome the acceptance by 63 States of the Court's compulsory jurisdiction, in accordance with article 36, paragraph 2, of the Statute.
However, only 65 of the 192 States Members of the United Nations had accepted the Court's jurisdiction in accordance with article 36, paragraph 2, of its Statute.
Upon ratifying, accepting, approving oracceding to this Convention, each State Party shall notify the Secretary-General of the United Nations of the jurisdiction it has established in accordance with paragraph 2.
The jurisdiction of a court chosen in accordance with paragraph 1 is exclusive for disputes between the parties to the contract only if the parties so agree and the agreement conferring jurisdiction. .
Upon ratifying, accepting, approving oracceding to this Convention, each State party shall notify[the Secretary-General] of the jurisdiction it has established in accordance with paragraph 2 under its domestic law.
However, of the 192 Member States of the United Nations, only 66 have accepted the jurisdiction of the Court in accordance with paragraph 2 of article 36 of the Court's Statute.
Encourages States to continue considering recourse to the Court by means available under its Statute, including accepting,if they have not done so, its jurisdiction in accordance with Article 36, paragraph 2, of the Statute;"5.
The reference in article 6 to notifying the Secretary-General of the jurisdiction established in accordance with paragraph 2 of that article presumably meant that the Secretary-General would circulate that information without delay.
