This document was prepared in response to the request by the COP, in the same decision, for the CST to review the status of this iterative process during its sessions and to recommend a minimum set of impact indicators for consideration at COP 11.
In this regard, the Committee identified the steps necessary to select a minimum set of impact indicators to measure progress on strategic objectives 1, 2 and 3 of the strategic plan.
The same decision also requested the CST to provide advice to the CRIC on how best to measure progresson strategic objectives 1, 2 and 3(ICCD/CRIC(8)/5/Add.6), providing a minimum set of impact indicators for strategic objectives 1,2, and 3.
Adoption of impact indicators as presented to the CRIC by the CST with the aim of revisiting the minimum set of impact indicators at COP 10, and the appropriate methodologies for implementing them at the national, subregional and regional levels.
On the basis of an in-depth analysis of the outputs of the various studies described in the annex, peer consultations and the input of the CST Bureau, to which a draft andthe final report were presented, a minimum set of impact indicators was recommended to be used by Parties.
In response to this request,the CST Bureau selected through a participative approach a minimum set of impact indicators(contained in document ICCD/COP(9)/CST/4) to be recommended for use by affected Parties.
The Committee carried out a global consultation of affected parties, through their national focal points and correspondents,on currently utilized impact indicators to be used as a reference for the selection of the minimum set of impact indicators.
On the basis of the above, this chapter makes recommendations on:(a) the minimum set of impact indicators;(b) baseline and indicator tracking frequencies and targets;(c) data and information acquisition; and(d) capacity-building requirements.
The first attempts to use indicators in reviewing the implementation of the Convention were made at COP 4, when, following input from the CST,Parties were invited to develop a minimum set of impact indicators and to include in their reports information on progress in implementing the recommendations of the CST decision 10/COP.4.
The objective of these consultations was to select a minimum set of impact indicators that takes into account and builds on, but is not bound by, the seven core indicators described in The Strategy for measuring progress on the achievement of strategic objectives 1, 2 and 3.
The document together with the outputs of the CST deliberations provided inputs for the preparation of an in-session document(ICCD/CST(S-1)/5/Add.1),which outlined the concrete steps to be taken and activities to be carried out for the selection of a minimum set of impact indicators that are coherent with the seven core indicators related to strategic objectives 1, 2 and 3 as outlined in The Strategy, and a rapid capacity needs assessment of affected Parties for effective utilization of the indicators.
The COP invited Parties to develop a minimum set of impact indicators, with a view to selecting a common set of basic indicators at a later stage, and to include in their national reports information on progress in the implementation of the recommendations of the CST.
In response, the CST implemented a consultative process to identify and recommend a minimum set of impact indicators that could be used both by affected country Parties and globally to measure achievement of the three strategic objectives.
The identification process for establishing a minimum set of impact indicators should focus on existing relevant indicators and data at the country level; the process should further consider aspects such as the measurability, reliability, simplicity and cost-effectiveness of the proposed indicators; indicators should have specific units of measurement; and both qualitative and quantitative indicators should be identified and differentiation made between the two types.
In response, CST developed andimplemented a consultative process to identify and recommend a minimum set of impact indicators that could be used both by affected country Parties and globally to measure achievement of the three strategic objectives.
The large number of indicators reported suggests that CST is right to recommend that a minimum set of impact indicators be identified and recommended for use by all affected country Parties, if only to ensure effective tracking of progress and promote knowledge and information exchange within and across regions.
CST has taken steps to provide advice to the COP on how best to measure progress on strategic objectives 1, 2 and3 of The Strategy by identifying a minimum set of impact indicators, complete with the required data and information, and the potential sources; appropriate methodologies for compilation; and the required capacity-building to ensure effective utilization by partners.
Regarding the current two-year work plan and related activities planned in 2009, the following priorities were identified:the selection of a minimum set of impact indicators for measuring progress on strategic objectives 1, 2 and 3, the organization of CST 9 scientific conference, the involvement of the science and technology correspondents in the activities of the CST bureau, and the organization of the SPD back to back with CST 9.
Some countries noted that the establishment of a minimum set of indicators could be a starting point in assessing the impact of the implementation of the Convention.
They reinforce the need to concentrate efforts on the identification of existing relevant indicators anddata at the country level as part of the process for establishing the minimum set of indicators for measuring the impacts of the implementation of The Strategy.
