Authorizes the Member States acting through orin cooperation with the organization referred to in Annex 1-A of the Peace Agreement to establish for a planned period of 18 months a multinational stabilization force(SFOR) as the legal successor to IFOR under unified command and control in order to fulfil the role specified in Annex 1-A and Annex 2 of the Peace Agreement;

Pays tribute to those Member States which participated in the multinational stabilization force(the European Union Force), and in the continued North Atlantic Treaty Organization presence, established in accordance with its resolution 1575(2004) and extended by its resolutions 1639(2005), 1722(2006), 1785(2007) and 1845(2008), andwelcomes their willingness to assist the parties to the Peace Agreement by continuing to deploy a multinational stabilization force(the European Union Force) and by maintaining a continued North Atlantic Treaty Organization presence;
Commends the efforts of the international community, including the Council of Europe, the European Union, the European Community Monitoring Mission, the European Bank for Reconstruction and Development, the International Committee of the Red Cross, the International Monetary Fund,the Islamic Development Bank, the multinational Stabilization Force, non-governmental organizations, the Organization of the Islamic Conference, the Organization for Security and Cooperation in Europe, the Peace Implementation Council and the World Bank, in their roles in the implementation of the Peace Agreement;
The cost of this facility is shared between the multinational Stabilization Force(SFOR), the Office of the High Commissioner for Refugees(UNHCR), the Organization for Security and Cooperation in Europe(OSCE) and UNMIBH.
We also welcome the conclusions of the Peace Implementation Conference held in London on 4 and 5 December 1996, which approved an Action Plan for the first 12-month period of the Civilian Consolidation Plan of the Peace Agreement, as well as the adoption of Security Council resolution 1088(1996) of 12 December 1996,establishing the multinational Stabilization Force as the successor to the multinational Implementation Force and extending the mandate of the United Nations Mission in Bosnia and Herzegovina including the International Police Task Force. .
Requests the United Nations military observers and the multinational stabilization force authorized by the Council in resolution 1088(1996) of 12 December 1996 and extended by resolution 1174(1998) of 15 June 1998 to cooperate fully with each other;

In the light of the decision of the North Atlantic Treaty Organization to conclude its multinational stabilization force operation in Bosnia and Herzegovina by the end of the year, by unanimous adoption of resolution 1551(2004) on 9 July, the Council authorized participating Member States to continue SFOR for a further six months.
Calls upon all concerned to ensure the closest possible coordination among the Office of the High Representative, the multinational stabilization force, UNMIBH and the relevant civilian organizations and agencies in order to ensure the successful implementation of the Peace Agreement and the priority objectives of the civilian consolidation plans, as well as the security of the IPTF;
