While total net disbursements of official development assistance to Africa from all donors combined increased from about $27.4 billion in 2003 to $47.6 billion in 2009, aid delivery fell short of commitments.
A breakdown of ODA net disbursements in 2007 shows that bilateral ODA accounted for roughly 75.2 per cent of the total; the remainder went to ODA channelled through international organizations.
