By the way, I should clarify one reference in the article, which contends that“the experts have included language andmeasures in the national matrices that apply to a wide range of radioactive, non-nuclear materials….” This should not be seen as representing an interpretation by the 1540 experts.
The European Union welcomes the safeguards statement for 1995 and the secretariat's notice that it had not found any indication that nuclear material which has been placed under safeguards was diverted for any military purpose or for purposes unknown, or that safeguarded facilities,equipment or non-nuclear material were misused.
Some measures have already been introduced, such as the request for the early provision of design information on nuclear installations and for reporting on the export and import of nuclear material andspecified equipment and non-nuclear material over and above the reporting requirements of safeguards agreements.
The focus of the first phase of inspections was reconnaissance: re-establishment of the IAEA's knowledge of Iraq's remaining nuclear capabilities, including confirmation of the locations of major equipment,of nuclear material and significant non-nuclear materials, and of key technical personnel.
To achieve that, the IAEA focused first on re-establishing rapidly its knowledge of Iraq's nuclear capabilities, ensuring that nuclear activities at known key facilities had not been resumed,verifying the location of nuclear material and relevant non-nuclear material and equipment, and identifying the current workplaces of former key Iraqi personnel.
The Conference notes with satisfaction that, since the last Review Conference, with the two regrettable exceptions caused by non-compliance with their safeguards agreements by two States Parties, the IAEA has continued to provide States Parties with assurance that nuclear material that had been declared and placed under safeguards had not been diverted for any military purpose or for purposes unknown, or that facilities,equipment, or non-nuclear material and other items placed under safeguards had not been misused.
