In conclusion, it should be pointed out that not only is the Republic of Armenia's role as the aggressor clear butthe level of its continuing illegal control over the Nagorno-Karabakh region and other occupied territories of Azerbaijan entails State responsibility under international law.
Therefore, Armenia must immediately withdraw its armed forces from the Daghlyq Garabagh region and other occupied territories of Azerbaijan, constructively engage in the conflict settlement process and comply with its international obligations to respect the sovereignty and territorial integrity of the neighbouring countries, thus paving the way for the achievement of lasting peace, security and stability in the region.
Thus, in its attempts to promote the illegal separatist entity at the international level, Armenia, inter alia, spares no effort to encourage third-country nationals,particularly parliamentarians and media representatives, to visit the Daghlyq Garabagh region and other occupied territories of Azerbaijan.
However, not only Armenia's role as the aggressor is clear but the level of its continuing effective control over the Daghlyq Garabagh and other occupied territories of Azerbaijan is significant, and these actions entail State responsibility under international law.
It is obvious that the principle of the non-use of force, which has been flagrantly violated by Armenia, must be reaffirmed in inter-State relations between Armenia and Azerbaijan in the framework of the settlement of the conflict andapplied following the complete withdrawal of Armenian armed forces from the Daghlyq Garabagh region and other occupied territories of Azerbaijan.
Thus, in clear violation of international law, alleged"reconstruction" and"development" projects for Shusha, unique cultural andhistorical centre of Azerbaijan, and"archaeological excavations" in Aghdam and other occupied territories of Azerbaijan are carried out with the sole purpose of removing any signs of their Azerbaijani cultural and historical roots.
It is exactly the myth of assuming that the Nagorny Karabakh region of Azerbaijan has never been part of Azerbaijan andwas"transferred by Stalin to Soviet Azerbaijan" that led Armenia to unleash the war of aggression against Azerbaijan through occupation and unlawful annexation of its Nagorny Karabakh region and other occupied territories of Azerbaijan.
We are confident that the policy of colonization and annexation of the sovereign territory of Azerbaijan has no chance to succeed andthat Armenia will be obliged to completely withdraw its armed forces from the Daghlyq Garabagh region and other occupied territories of Azerbaijan, to denounce its territorial claims towards neighbouring nations, to respect international law and to establish civilized relations with all countries of the region.

The United Nations response to Armenia's groundless claims could be found in Security Council resolutions 822(1993), 853(1993), 874(1993) and 884(1993),which recognized his country's sovereignty over Nagorny Karabakh and other occupied territories of Azerbaijan and called for the immediate withdrawal of the occupying forces.

The Republic of Azerbaijan expects that Governments, intergovernmental and non-governmental organizations, as well as media agencies will continue advising their citizens, including Government officials and members of parliament, as well as their personnel or staff members, as appropriate,against visiting the Daghlyq Garabagh region and other occupied territories of Azerbaijan without the prior authorization of the Government of Azerbaijan, as well as take additional measures, as may be required, including through issuing special instructions and guidance to that end.
The inclusion of the two draft resolutions based on Robert Walter's report"Escalation of violence in Nagorno Karabakh and other occupied territories of Azerbaijan," and Milica Marković's report"Inhabitants of frontier regions of Azerbaijan are deliberately deprived of water" in the agenda of the Parliamentary Assembly of the Council of Europe(PACE) Winter Session has caused major public concern in Artsakh as well as among the political forces represented in the National Assembly.
There is no doubt that the primary objective of such a settlement is to ensure, first and foremost, the unconditional andcomplete withdrawal of the Armenian armed forces from the Daghlyq Garabagh region and other occupied territories of Azerbaijan, the exercise by the forcibly displaced population of its inalienable right to return and the establishment of relations between Armenia and Azerbaijan on the basis of respect for each other's sovereignty and territorial integrity.
Therefore, it is incumbent on Armenia to immediately withdraw its armed forces from the Daghlyq Garabagh region and other occupied territories of Azerbaijan, to constructively engage in the negotiations on a peaceful settlement of the conflict and to respect the territorial integrity and inviolability of the internationally recognized borders of the neighbouring countries, thus paving the way for the achievement of lasting peace, security and stability and the establishment of a genuine arms control regime in the region.
