The following themes were also discussed:(i) preventing and combating torture in Brazil;(ii) the National System for the Prevention of Torture;(iii) reporting and the importance of data collection;(iv) places of deprivation of liberty: characteristics and strategies; and lastly,(v) complaints procedure: claims, forms, referrals and monitoring;
Also requests the Secretary-General to ensure, within the overall budgetary framework of the United Nations, the provision of adequate staff and facilities for the bodies and mechanisms involved in preventing and combating torture and assisting victims of torture or other cruel, inhuman or degrading treatment or punishment commensurate with the strong support expressed by Member States for preventing and combating torture and assisting victims of torture; .
For this purpose, the Government also submitted a bill to the Brazilian National Congress to establish the National System for Preventing and Combating Torture(Sistema Nacional de Prevenção e Combate à Tortura), which includes the creation of a national committee and a national mechanism for preventing and combating torture, pursuant to the Optional Protocol to the Convention against Torture. .
