Some other countries(Finland and Luxembourg)stated that they had not taken any specific action to alleviate the special economic problems of the affected States.
At the same time, the special economic problems of the affected States, which have incurred considerable losses as a result of the strict implementation of the sanctions, still remain unresolved.
Welcomes the support already given by the international community to deal with the special economic problems of the affected States in view of the problems which the imposition of sanctions has posed;

While France has not provided any direct compensation for the effects of sanctions on the countries neighbouring the Federal Republic of Yugoslavia,it has nevertheless contributed to alleviating the special economic problems of the affected States and to promoting sustainable development in the region.
In its resolution 51/30 A of 5 December 1996, the General Assembly, inter alia,renewed its invitation to the international financial institutions to continue to pay special attention to the economic problems of the affected States in the period following the lifting of the sanctions and to consider ways and means for mobilizing and providing resources for mitigating the continuing negative impact of the consequences of the sanctions.
In view of the sanctions' long-lasting effect, Ukraine is of the opinion that the United Nations system, including the international financial institutions, regional organizations andMember States should continue to pay special attention to the economic problems of the affected States and their adverse social impact.
Requests the Secretary-General to seek on a regular basis information from States andthe concerned organs and agencies of the United Nations system on action taken to alleviate the special economic problems of the affected States and to report thereon to the Security Council, as well as to submit a report on the implementation of the present resolution to the General Assembly at its forty-ninth session.
In this connection it is also necessary that the organizations of the United Nations system, the international financial institutions, in particular the International Monetary Fund(IMF) and the International Bank for Reconstruction and Development(IBRD), regional organizations andMember States continue to pay special attention to the economic problems of the affected States and their adverse social impact.
However, new andadditional financial resources from all potential funding sources continue to be needed to address a variety of persisting economic problems of the affected States, in particular the long-term effects of sanctions on their economies.
Accordingly, the Secretary-General addressed, on 21 July and 13 September 1993 and 13 January 1994, letters to the executive heads of the competent organs and specialized agencies of the United Nations system, including the international financial institutions and the regional development banks,requesting them to provide him, on a regular basis, with information on action taken by them to alleviate the special economic problems of the affected States.
Recognizes the urgent need for a concerted response from the international community to deal in a more effective manner with the special economic problems of the affected States in view of their magnitude and the adverse impact of the sanctions on those States; .
Although several donor countries provided to the Secretary-General specific information on their assistance to the affected States, which was summarized in the previous reports on the subject(see A/48/573-S/26705, paras. 107-113, and A/49/356, paras. 35-43). It has not been possible in all cases to identify distinctly andestimate fully the amount of assistance directly intended to address the special economic problems of the affected States.
Moreover, the General Assembly, in the same resolution, requested the Secretary-General to seek on a regular basis information from States andthe concerned organs and agencies of the United Nations system on action taken to alleviate the special economic problems of the affected States and to report thereon to the Security Council, as well as to submit a report on the implementation of the resolution to the Assembly at its forty-ninth session.
In a series of communications addressed, during 1993-1994, to all States as well as to the competent organs and specialized agencies of the United Nations system, including the international financial institutions and the regional development banks, the Secretary-General requested them to provide him, on a regular basis, with information on action taken orcontemplated by them to alleviate the special economic problems of the affected States see A/49/356, para. 10.
Accordingly, the Secretary-General addressed letters, in July and September of 1993 and January of 1994, to the executive heads of the competent organs and specialized agencies of the United Nations system, including the international financial organizations(the World Bank and IMF) and the regional development banks,requesting them to provide him with updated information on activities undertaken by them to alleviate the special economic problems of the affected States.
Furthermore, the General Assembly, in the same resolution, requested the Secretary-General to continue to seek, on a regular basis, information from States andthe concerned organs and agencies of the United Nations system on action taken to alleviate the special economic problems of the affected States and to report thereon to the Security Council, as well as to submit a report on the implementation of the resolution to the Assembly at its fiftieth session.
In response to paragraph 9 of General Assembly resolution 51/30 A, the Secretary-General will submit to the Assembly at its fifty-second session a further report containing updated information received from States, regional organizations and the concerned organs andagencies of the United Nations system on action taken by them to alleviate the special economic problems of the affected States in the period following the lifting of the sanctions.
However, new and additional financial resources from all potential funding sources,especially at the bilateral and regional levels, are needed to address a variety of persisting economic problems of the affected States, in particular the long-term effects of sanctions on their economies.
