In its second procedural order dated 4 December 2001, the Panel classified the claims as"unusually large or complex" within the meaning of article 38(d) of the Rules in view of the large number of claims, the variety of the issues raised, the volume of documentation submitted with the claims, and the time provided to Iraq to submit written comments with respect to the claim files transmitted to Iraq pursuant to the first procedural order, described in paragraph.
The Panel issued procedural orders dated 20 February 1998, in which the Panel invited the claimants to respond on specified dates to the interrogatories annexed to the procedural orders. .
