On 28 November 1990, the General Assembly adopted resolution 45/40, by which it adopted the programme for the activities to be commenced during the first term(1990-1992) of the Decade.
When it unanimously adopted last year the programme for the activities for the second term(1993-1994) of the Decade, the General Assembly invited the Sixth Committee to consider wider use of the Permanent Court of Arbitration.

By the same resolution, the General Assembly adopted the Programme for the activities for the second term(1993-1994) of the United Nations Decade of International Law, 4/ chapter IV of which reads as follows.
On 25 November 1992, the General Assembly adopted resolution 47/32, entitled"United Nations Decade of International Law",to which was annexed the programme for the activities to be commenced during the second term(1993-1994) of the Decade.
It was important, therefore, to continue efforts to implement the programme for the activities for the second term(1993-1994) of the United Nations Decade of International Law, so as to make a genuine contribution to the international legal order.
Also expresses its appreciation to States and international organizations andinstitutions that have undertaken activities in implementation of the programme for the activities for the third term(1995-1996) of the Decade, including sponsoring conferences on various subjects of international law;
Bearing in mind the nature of the questions raised as well as the programme for the activities for the final term(1997-1999) of the United Nations Decade of International Law, adopted by the General Assembly at its fifty-first session, it is proposed that this question be considered in the Sixth(Legal) Committee of the General Assembly as a sub-item of the item entitled"United Nations Decade of International Law.
