The Council recognizes that respect for international humanitarian law is an essential component of the rule of law in conflict situations,reaffirms its conviction that the protection of the civilian population in armed conflict should be an important aspect of any comprehensive strategy to resolve conflict and recalls in this regard resolution 1894 2009.
Recalls in this regard the celebration of the Vienna Energy Forum 2011, which facilitated the international dialogue towards, inter alia, enhanced political support for the energy access agenda;
The Security Council underlines that any failure by any Ivorian party to respect their commitments made to President Mbeki would constitute a threat to the implementation of peace and national reconciliation process as defined in the Linas-Marcoussis andAccra III Agreements, and recalls in this regard the measures referred to in paragraphs 9 and 11 of resolution 1572 2004.
The Committee recalls in this regard its General Comment No. 17(1989), according to which the implementation of article 24 entails the adoption of special measures to protect children, in addition to the measures that States are required to take under article 2 to ensure that everyone enjoys the rights provided for in the Covenant.

Recalls in this regard, its letter of 18 February from the President of the Security Council to the Secretary-General(S/2000/137)in which it noted that grave violations of international humanitarian and human rights law have been committed and that those responsible for these violations should be brought to justice, and reiterates its belief that the United Nations has a role to play in the process in order to safeguard the rights of the people of East Timor;
The Special Rapporteur welcomes the positive approach promoted with respect to the use of the Internet and recalls in this regard paragraph 92 of the Durban Declaration according to which States recognize the need to promote the use of new information and communication technologies, including the Internet, to contribute to the fight against racism, racial discrimination, xenophobia and related intolerance.
