The report will be issued as a document of the fifty-fifth session of the General Assembly(A/55/274) under item 34(a) of the provisional agenda, entitled"Oceans and the law of the sea: consideration of elements relating to oceans and seas, including improvement of coordination and cooperation.
They considered that the initiative of the Secretary-General sought to deal with issues relating to oceans and seas, but did not properly reflect the interests of Member Statesand the very delicate balance of rights, obligations and interests which should be taken into account.
The Open-ended Informal Consultative Process on Oceans and the Law of the Sea, which was undertaken during the past three years, proved to be an effective vehicle for affording the international community the opportunity for more focused consideration and discussion of several key issues relating to oceans and seas.
It would be useful to examine in more detail how the General Assembly debate can be used more effectively to achieve an overview of issues relating to oceans and seas so that more coordinated and integrated action can be undertaken.
Copies of draft resolution on a Agenda Item 34(a)(Consideration of elements relating to oceans and seas, including improvement of coordinationand cooperation) will be available for distribution, on Monday, 18 September 2000, from 1.15 p.m. to 2.15 p.m. in Conference Room D.
It is therefore necessary to improve cooperation and coordination at all levels in accordance with the United Nations Convention on the Lawof the Sea in order to address comprehensively all aspects of the issues relating to oceans and seas and thus to ensure the integrated management and sustainable development of the oceans and seas. .
Consider identifying a focal point for coordination and cooperation on issues relating to oceans and seas and provide details thereon to the United Nations Secretariat so that they can be made available in the same way for focal points within the United Nations system;

An area of concern that has increasingly come to the fore, given the extent of work in a variety of forums on different aspects of issues relating to oceans and seas, is the call for enhanced global coordination on issues relating to oceans and seas.
The new mechanism should be able to work at two levels:(i) through regular reviews of issues relating to oceans and seas involving several core participating institutions,and reviews of their mandates in order to eliminate gaps, inconsistencies and unnecessary overlaps; and(ii) through the establishment of specific task forces, as needed, to carry out task-oriented activities.
It is also proposed that the General Assembly should recommend that every State and, as appropriate, every regional economic cooperation organization should identify a focal point for coordination and cooperation on issues relating to oceans and seas, and should ensure that the United Nations Secretariat has those details so that they can be made available in the same way for focal points within the United Nations system.

As part of the process of improving coordination, as recommended by the General Assembly in paragraph 49 of its resolution 56/12,to ensure cooperation and coordination on issues relating to oceans and seas, each member of the United Nations system involved with such issues should nominate a fully interactive focal point for those issues; the details of those focal points should be readily available both inside and outside the United Nations system;
The new mechanism should include, as a core, all the United Nations departments, funds, programmes and agencies and international financial institutions that are regularly involved in issues relating to oceans and seas; other members of the United Nations system should be able to participate when that is desirable; the new mechanism would be responding to a continuing need and should have continuity, regularity and accountability;
It is proposed that the General Assembly should invite the Secretary-General, as chairman of the United Nations System's ChiefExecutives Board for Coordination, to consider establishing a new coordinating mechanism for issues relating to oceans and seas, taking into account the decisions of the World Summit on Sustainable Development in this regard,and should recommend that this new mechanism should be transparent, effective and responsive and could be based upon the following approaches.
