Police restructuring and training.
That would be achieved through appropriate seminars,confidence-building measures, restructuring and training programmes.
The restructuring and training of the Liberian National Police continued to make steady progress.
These problems graphically illustrate the need for the restructuring and training of the entities' police forces to be accelerated.
The Police Restructuring and Training Programme, which was led by IPTF and  monitored by SFOR, has now been completed.
Gender issues in all IPTF activities,in particular in the restructuring and training of the national police, must receive more careful attention.
This Committee is a forum of all stakeholders constituted to oversee all policy issues regarding reform, restructuring and training.
The results of the monitoring work will be used to develop the restructuring and training functions, for which other organizations will take the lead.

The restructuring and training of the Liberian National Police continued to make progress, although efforts to equip the police force and  rehabilitate police infrastructure throughout the country continues to lag behind.
Implementation of article XVII of the Agreement, namely,the provision on the restructuring and training of a truly loyal national armed force, is also at the top of the agenda.
For the time being, however, the restructuring and training of the Sierra Leone armed forces, as provided for in the Lomé Agreement, as well as the training  of the police, will require essential support and  assistance from the international community.
No formal agreement has been reached between theRepublika Srpska authorities and  IPTF with regard to the restructuring and training of their police, although they have informally agreed in principle with the IPTF requirements.
The activities of the civilian police officers include the development of mechanisms for screening the national police personnel whowill be included in the interim national police service as part of the restoration of core police functions, pending the restructuring and training of the force.
While significant progress has been made in the restructuring and training of the police, the deployment and  operations of the force are still hampered by a lack of vehicles, communications equipment and  accommodation.
I also wish to commend the United States of America for taking on the important task of leading in the provision of assistance for the restructuring and training of Liberia's armed forces,and  call upon other Member States to contribute to this effort.
AFISM-CAR will further contribute to the restructuring and training of the Central African Republic security forces to enable them to protectand  serve all citizens in line with international standards.
They also agreed to extend the stay of the ECOWAS Monitoring Group(ECOMOG) in Liberia to help consolidate and  strengthen security in the country,and  to assist with the restructuring and training of the Armed Forces of Liberia, as well as the police and  security services.
Providing assistance to the Government of Sierra Leone in restructuring and training the police force and  establishing a competent, impartial and  independent judiciary with the necessary resources to function effectively and  fairly;
The Committee welcomed the efforts of all political actors in Sao Tome and  Principe to find a consensus-based and  peaceful solution to the political crisis in the country, and encouraged the Government to continue its efforts at restructuring and training  the country's security forces.
A major responsibility undertaken by IPTF is to assist the Parties in planning the reduction, restructuring and training of their police forces. On 26 April 1996, agreement was reached on a timetable for the reorganization of the Federation policeand  on 30 May, the IPTF Commissioner, Mr. Peter FitzGerald, issued formal guidance on its restructuring. .
I take this opportunity to express my great appreciation for the assistance provided by the Multinational Advisory Police Element of the Western European Union and  by a number of individual States,in particular for the restructuring and training of the Albanian policeand  for the provision of logistical equipment.
Urges the Government of Sierra Leone to expedite the formation of professional and  accountable national police and  armed forces,including through their restructuring and training, without which it will not be possible to achieve long-term stability, national reconciliation and  the reconstruction of the country, and  underlines the importance of support and  assistance from the international community in this regard;
Regarding post-conflict military and  security issues, the agreement stipulates the revision of the mandate of the ECOWAS Monitoring Group(ECOMOG); a request for a new mandate for UNOMSIL; the encampment, disarmament, demobilization and reintegration of combatants; the restructuring and training of a new Sierra Leone armed forces;and  the withdrawal of mercenaries.
While much of this task,particularly the restructuring and training of the two armed forces and  the joint/integrated units, would require initiatives from lead donors, the military component, through liaison with the joint/integrated units and  lead donors, would verify that the restructured units were regular, professional and  non-partisan armed forces and  that they respected the rule of law, civilian government, democracy, basic human rights and  the will of the people.
The Implementation Monitoring Committee, which is chaired by the Economic Community of West African States(ECOWAS), held its third meeting on 27 April, during which it reviewed the progress made in implementing the disarmament, demobilization, rehabilitation and  reintegration programme and the UNMIL strategy for the restructuring and training of the Liberian National Police.
In addition to monitoring, observing and  inspecting the law enforcement activities of local authorities,a major responsibility of the International Police Task Force is to assist the parties in planning the reduction, restructuring  and training of their own police forces. Agreement on the reduction of the Federation Police from 20,000 to 11,500 and  its reorganization was reached on 26 Apriland  the process has proceeded generally on schedule.
