Zimbabwe strongly condemns the use of unilateral economic sanctions and other coercive measures in international relations.

The working paper entitled“Basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation”(A/AC.182/L.100) offered further guidance on the imposition, implementation and lifting of sanctions. .
Experience shows that States and the United Nations alike have relied mainly on nonviolent measuresto settle these problems, and have resorted to mandatory sanctions and other coercive measures only in exceptional cases.
In that regard, Malaysia welcomed the Russian Federation's proposal on the basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation, which raised important issues concerning the negative consequences of sanctions. .
A related topic discussed by the Special Committee was the working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.

It was regrettable that although some constructive proposals had been put forward, the Special Committee had achieved little progress on the adoption of the revised working paper submitted bythe Russian Federation and entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures.

In introducing paragraph 5,the sponsor delegation commented on the practice of recent years whereby States were implementing sanctions and other coercive measures in addition to sanctions imposed by the Security Council.

The paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation," was of the utmost importanceand required in-depth study.
The revised workingpaper submitted by the Russian Federation entitled"Basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation" also contained various ideas that merited consideration.
The revised working paper submitted by the Russian Federation, entitled"Declaration on the basic conditions and standard criteria for the introduction and implementation of sanctions and other coercive measures" constituted a useful basis for further discussion in that regard.
At the 1st meeting, the sponsor delegation announced its submission of a revised working paper entitled"Basic conditions and standard criteria for the introduction of sanctions and other coercive measures and their implementation"(A/AC.182/L.100/Rev.1), which read as follows.
I remind the Assembly of this fact because, during the past few years within the United Nations, a“sanctions syndrome” has begun to emerge:a desire to apply sanctions and other coercive measures more broadly and actively, sometimes ignoring existing political and diplomatic avenues.
Chapter III also contained a summary of the views expressed on several proposals submitted by Member States on, inter alia,the questions of imposition of sanctions and other coercive measures, peacekeeping operations,and strengthening of the role of the Organization and enhancing its effectiveness.
