As the Recommendations have been reformatted into Model Regulations annexed to a basic Recommendation,the amendments will be incorporated in the tenth revised edition of the Recommendations on the Transport of Dangerous Goods on the basis of the new structure see annex 4.
The Working Party noted that the tenth revised edition of the Chinese version of the TIR Handbook was currently under review by the competent United Nations translation services and that the Spanish version would soon follow.
It also agreed in principle that Annex A should include the provisions which were common to RID and ADR andthat its structure should be brought into line with the Model Regulation annexed to the tenth revised edition of the United Nations Recommendations on the Transport of Dangerous Goods.
The Committee considered that,on the basis of its work in the biennium 1995-1996, the tenth revised edition of the Recommendations should be published in all the official languages of the United Nations not later than the end of 1997.
The Joint Meeting noted, however, that although the Committee of Experts on the Transport of Dangerous Goods had recommended 1 January 2001 as the deadline for implementing the tenth and the future eleventh revised editions of the Recommendations,the International Maritime Organization had decided to apply the tenth revised edition on 1 January 1999 and thus to keep a periodicity of two years for amendments to the IMDG Code.
As requested by the Council in resolution 1997/3,the Secretary-General prepared the tenth revised edition of the Recommendations on the Transport of Dangerous Goods3 on the basis of the recommendations adopted by the Committee at its nineteenth session. ST/SG/AC.10/23 and Add.1-3.
The Working Party also noted that the Sub-Committee on Dangerous Goods, Solid Cargoes and Containers(DSC) of the International Maritime Organization(IMO)had adopted a draft amendment to the IMDG Code which took account of the amendments contained in the tenth revised edition of the United Nations Recommendations to come into force on 1 January 1999 unless the Maritime Safety Committee(CSM) was of a contrary opinion.

A member of the secretariat said that the WP.15 Working Party at its sixty-second session had clearly stated in this regard(TRANS/WP.15/147, para. 81), that the series of amendments to come into force on 1 January 1999 should include only amendments on which the Working Party had taken decisions at its 1996 and 1997 sessions, andexclude those adopted by the Joint Meeting during that period and those relating to the tenth revised edition of the United Nations Recommendations.
The series of amendments would similarly not include the amendments corresponding to the tenth revised edition of the United Nations Recommendations since the United Nations Committee of Experts had set 1 January 2001 as the last recommended deadline for implementation.
This annex contains amendments to the Model Regulations on the Transport of Dangerous Goods(refer to the annex to the Recommendations on the Transport of Dangerous Goods, tenth revised edition, ST/SG/AC.10/1/Rev.10) and to the Manual of Tests and Criteria(ST/SG/AC.10/11/Rev.2) adopted by the Committee at its twentieth session.
Commends the Secretary-General for the publication of the tenth revised edition of the Recommendations on the Transport of Dangerous Goods, 3 in all the official languages of the United Nations, and for the publication of the second revised edition of the Manual of Tests and Criteria in Arabic and Chinese; United Nations publication, Sales No. E.95. Several delegations reminded the meeting that the Committee of Experts on the Transport of Dangerous Goods had just drawn up new requirements for transport in portable tanks(chapters 4.2 and 6.6 of the tenth revised edition of the United Nations Recommendations), and that these requirements would become applicable to multimodal transport, particularly as they would be incorporated in the IMDG Code practically as they were.
Commends the Secretary-General for the publication of the tenth revised edition of the Recommendations on the Transport of Dangerous Goods, 181 in all the official languages of the United Nations, and for the publication of the second revised edition of the Manual of Tests and Criteria in Arabic and Chinese; United Nations publication, Sales No. E.95. The Committee requested the secretariat to prepare the tenth revised edition of the Recommendations on the basis of its work in the biennium 1995-1996 and the texts adopted at its nineteenth session and to publish it in the form of a model regulation, annexed to a basic recommendation, in the most effective manner, without delay, in all official languages of the United Nations and not later than the end of 1997.
As requested by the subsidiary bodies at their tenth sessions, a revised and consolidated synthesis of proposals has been elaborated.
On the basis of the experts' recommendations, the questionnaire for the Tenth Survey was revised in a way that maintains continuity with the questionnaires for the Sixth, Seventh, Eighth and Ninth Surveys, which covered the period 1995-2004.
