On 3 June 1999, Ambassador Anne Anderson, Chairperson of the fifty-fifth session of the Commission on Human Rights, addressed the participants on developments in the Commission which were of relevance to the work of Commission rapporteurs and experts, andespecially on the issue of the review of mechanisms of the Commission.
As the discussions in the open-ended working group on the review of mechanisms(20002001) have shown, the present agenda is the most appropriate in terms of taking into account the interests of various States and groups of States.
Towards these ends, the Asian Group has attached herewith the statement by the Asian Group Coordinator on item 3- Organization of the work of the session at the fifty-fourth session of the Commission on Human Rights in 1998, andthe written submission of the Asian Group on the review of mechanisms and bodies of the Commission on Human Rights of July 1988.
In connection with this sub-item, the attention of the Sub-Commission is drawn to the statement concerning the review of mechanisms of the Commission on Human Rights, agreed upon by consensus by the Commission and made by its Chairperson on 29 April 1999.
Since the entire process of the review of mechanisms commenced with L.2, and now that the Bureau has chosen to leave this matter for the future, it is only legitimate that all other recommendations in the report be also kept pending till this issue is resolved.
Concerning the structure of the agenda, several government observers(among them those of Egypt, India, Iraq and Pakistan) stressed that the Working Group should not exceed its role, that its work should not overlap with that of other mechanisms, and that the Working Group should closely follow andtake account of the decisions emanating from the review of mechanisms undertaken by the Commission in 2000.
Over the last year, the Asian Group has actively participated in the exercise of the review of mechanisms and has made particular efforts in the preparation of a common position on the review of mechanisms which was subsequently submitted to the Office of the High Commissioner for Human Rights OHCHR.
