In addition to the proposed upgrading of Conference Rooms 2, 3 and 4, it is anticipated that the capacity of Conference Rooms 2, 3 and 4 combined will increase to 1,200 seats(at present 904) through rationalization of the space and replacement furniture.

Ms. Silot Bravo(Cuba)said that the upgrading of conference rooms and interpretation booths was not a difficult issue.
Mr. Ahounou(Côte d'Ivoire) said that he supported the statements made by therepresentatives of Algeria and Cuba in connection with the report on the upgrading of conference rooms and interpretation booths A/52/829.
Ms. Chen Yue(China)said that, with regard to providing the necessary resources for the upgrading of conference rooms and interpretation booths, all upgrading of conference facilities must be done in a timely fashion.
She also wondered when the Assistant Secretary-General for Conference Services would address the Committee concerning the date of issuance of the report on the upgrading of conference rooms and interpretation booths.
She was particularly concerned by the fact that the report of the Secretary-General on the upgrading of conference rooms and interpretation booths had not been issued and hoped that the report could be made available during the first part of the resumed session.
Paragraph 26 had been adopted on the understanding that proposals would be submitted at the first part of the resumed fifty-second session to ensure all necessary resources for the upgrading of conference rooms and interpretation booths.
The other draft decisions,“Upgrading of conference rooms and interpretation booths”,“Documentation related to the Conference on the Standardization of Geographical Names” and“Implementation of General Assembly resolution 52/214 B, paragraphs 24 and 25”, were adopted by the Committee without a vote.

The present report was prepared in response to General Assembly resolution 52/214 B of 22 December 1997, in which the Assembly requested the Secretary-General to address the matter of the technical and audio quality of some conference rooms andto ensure the necessary resources for the upgrading of conference rooms and interpretation booths.
The report of the Secretary-General on measures in order to ensure the necessary resources for the upgrading of conference rooms and interpretation booths, which had been requested in late December, was incomplete pending consultation with the Buildings Management Service and other officials regarding the feasibility of the proposed changes.
Ms. Silot Bravo(Cuba)asked for sufficient time to be allotted in the Committee's programme of work for the consideration, under agenda item 119, of measures to ensure the necessary resources for the upgrading of conference rooms and interpretation booths.
Mr. Sulaiman(Syrian Arab Republic)said that the report of the Secretary-General on the upgrading of conference rooms and interpretation booths(A/52/829) had not met the expectations of his delegation with regard to the request by the General Assembly in paragraph 26 of its resolution 52/214 B. The proposal to defer upgrading to future years was not a solution to the problem.
On the proposal of the Chairman, the Committee decided, without a vote,to recommend to the General Assembly that it take note of the report of the Secretary-General contained in document A/52/829 on the upgrading of conference rooms and interpre-tation booths.
Mr. Sach(Director, Programme Planning and Budget Division),introducing the report of the Secretary-General on measures to ensure the necessary resources for the upgrading of conference rooms and interpretation booths(A/52/829), said that the report had been prepared in response to the need to improve the technical and audio quality of some conference facilities.
At its 82nd plenary meeting, on 31 March 1998, the General Assembly, on the recommendation of the Fifth Committee, 62 took note of the report of the Secretary-General on measures to ensure the necessary resources for the upgrading of conference rooms and interpretation booths. A/52/829.
Moreover, the Assembly took note of the report of the Secretary-General on the upgrading of conference rooms and interpretation booths in document A/52/829(decision 52/469) and noted that documents were not being submitted as required under section B, paragraphs 24 and 25, of its resolution 52/214, and emphasized that the provisions of those paragraphs should be fully implemented decision 52/471.
For its consideration of the item, the Committee had before it the report of the Secretary-General on measures to ensure the necessary resources for the upgrading of conference rooms and interpretation booths(A/52/829). It also discussed a number of issues under this agenda item, relating to the implementation of General Assembly resolutions 52/214 A, paragraphs 5 and 6, and 52/214 B, paragraphs 24 and 25, the quality of press releases and the standardization of geographical names.
The resources requested would provide for the repair and overhaul of heating,ventilation systems in the conference room areas, including the upgrade of conference facilities and the maintenance of the solar hot water heating system($81,400); the repair and maintenance of sanitation, drainage and irrigations systems($128,300); spares of technical installations and other major maintenance requirements($141,200); and the maintenance of the fire hydrant and fire alarm systems $6,700.
The Chairman said that delegations should approach him with suggestions for a draft decision on upgrading conference rooms and interpretation booths, possibly authorizing the use of the unspent balance of $1.3 million from the previous biennium and specifying that the work should be completed within a certain time-frame.
Roof renovation works($140,000), including construction of a glazed roof over the connection between the old andnew office buildings; upgrading of the old conference rooms($40,000); and toilet renovation of the old buildings of the north wing($50,000);
The replacement and upgrading of electronic equipment in the conference rooms of the Headquarters complex are part of a systematic modernization programme endorsed by the General Assembly in its resolution 34/14 E of 16 November 1982.
As concerns the improvements to the interpretation booths, in all conference rooms, these are considered part of the overall upgrade of each room and would be improved simultaneously with improvements to the conference room itself.
Upgrading for conference rooms 6 and 10 will be completed during the 1998-1999 biennium.
The upgrading and refurbishing of the last three conference rooms(XVII, XVIII and XIX) will depend on the availability of funds.
