The Provincial Assembly Decision.
The name and scope of work of the provincial administrative authorities shall be laid down in the Provincial Assembly decision.
Passing the Provincial Assembly decision on enforcement of the Statute;
The Ombudsman shall have deputies whose number, election criteria,method of election and competences shall be regulated by the Provincial Assembly decision.
Enforce Provincial Assembly decisions and pass regulations for their enforcement.
Specific questions concerning the form and the use of the symbols andtraditional symbols shall be regulated by a Provincial Assembly decision.
The Provincial Assembly Decision on the Assembly of the Autonomous Province of Vojvodina.
At the request of the Assembly, competent working body or the Assembly President,it shall provide an opinion on proposed Provincial Assembly decisions or other general acts submitted to the Assembly by another mover;
A Provincial Assembly decision may establish that the seat of particular authorities of the AP Vojvodina be outside the City of Novi Sad.
As an exception to Paragraph 2, when the movers are deputies, a deputy group, competent committee and 30 000 voters with residence in the territory of the AP Vojvodina,the motion for the Provincial Assembly decision shall be submitted in one copy.
A Provincial Assembly decision shall stipulate what functions and duties shall constitute a conflict of interest, in conformity with the Constitution and law.
Agricultural land may not alter its purpose, except in specific cases,established in the law and a Provincial Assembly decision, when it is necessary for the purpose of meeting the essential needs of the society, which could not have been satisfied otherwise.
A motion for a Provincial Assembly decision on the budget of the AP Vojvodina, budget revision and final balance sheet of the AP Vojvodina shall be made by the Provincial Government.
The President of the Provincial Government shall convene and conduct its sessions, sign the acts enacted by the Provincial Government, see to the application of its Rules of Procedure andperform other tasks stipulated by the Statute, a Provincial Assembly decision and the Rules of Procedure of the Provincial Government.
The original of the motion for the Provincial Assembly decision shall be submitted in writing and electronically, providing a sufficient number of copies for the deputies.
A decision shall be used to establish temporary working bodies of the Provincial Government, along with professional and other services for the tasks within the competency of the Provincial Government or for the joint affairs for all or individual provincial administration bodies and organisations andregulate other issues for which they were authorised by a law or a provincial assembly decision.
Two coats of arms are given the equal status in the Provincial Assembly Decision on the Appearance and Usage of Symbols and Traditional Symbols of AP Vojvodina adopted in 2016.
The President of the Provincial Government shall manage and harmonise the work of the Provincial Government in accordance withthe Assembly guidelines, represent the Provincial Government, sign acts enacted by the Provincial Government, see to the application of the Rules of the Procedure of the Provincial Government and perform other activities stipulated by the Statute, Provincial Assembly decision and Rules of Procedure of the Provincial Government.
Upon coming into force of this Decision, the Provincial Assembly Decision on the Government of the Autonomous Province of Vojvodina("The Official Journal of AP Vojvodina" No. 4/2010) shall cease to be in force.
Provincial Assembly decisions for issues which, under the Constitution, fall directly within the scope of competences of the AP Vojvodina, or are defined under the law as issues relevant to the Province.
Repeal and abolish every general and individual act of a provincial administration body or an organisation which is not in line with the Law,the Statute or the Provincial Assembly Decision within the monitoring over the work of the bodies and organisations of the provincial administration bodies in a manner determined by law, the Statute and a Provincial Assembly Decision.
A motion for the Provincial Assembly decision, prepared in compliance with the present Rules of Procedure, shall be included in the agenda of Assembly session within 90 days from the date of its submitting.
The President of the Assembly shall submit the motion for the Provincial Assembly decision to deputies, the competent committee and Provincial Government, providing it should not be the mover, to give their opinion.
The Provincial Assembly decision shall regulate issues which are on the basis of the Constitution and the Statute, directly within the competence of the AP Vojvodina, or which have been determined by law as issues relevant to the Province.
In exceptional cases, when the obligation of enactment of the Provincial Assembly decision arises from the law or when failure to enact the decision would cause considerable damage, the deadline may not be longer than 30 days.
The mover of the Provincial Assembly decision may thereupon submit, within 15 days, the motion for the Provincial Assembly decision which has been harmonised with the present Rules of Procedure, and if the mover should not act in accordance with the provisions under Paragraph 1 of the present Article, the motion for the Provincial Assembly decision shall be considered withdrawn.
The Assembly shall consider the motion for the Provincial Assembly decision on the annual balance sheet of the budget(hereinafter: the annual balance sheet of the budget) and enact it within the timeframe stipulated by law.
A motion to enact a Provincial Assembly decision may be made by a Deputy, competent committee, Deputies' Group, the Provincial Government, an assembly of a local self-government unit from the territory of the AP Vojvodina, at least 30,000 voters residing in the territory of the AP Vojvodina and the Provincial Protector of Citizens- Ombudsman within their purview.
Note: This Decision shall be enforced as a Provincial Assembly Decision as of 14 December 2009,pursuant to the Provincial Assembly Decision on the Enforcement of the Statute of the Autonomous Province of Vojvodina"Official Journal of the AP Vojvodina".
The Ombudsman is entitled to propose provincial assembly decisions and other general acts enacted by the Assembly within its competences especially if they consider that the violation of citizen's rights arises due to a lack of definition in regulations.
