According to the report,“if used according to the authorised conditions of use,[EU-approved plant protection products] have no identified harmful effects  on human andanimal health, and no unacceptable effects on the environment”.

This Regulation should ensure that industry demonstrates that pharmaceutical substances or veterinary medicinal products produced or placed on the market have no harmful effects  on human oranimal health nor have any unacceptable effects on the environment.

Substances should only be included in plant protection products where it has been demonstrated that they present a clear benefit for plant production and they are not expected tohave any harmful effect  on human or animal health or any unacceptable effects on the environment.
(d)the biocidal product and its residues, have no unacceptable effects on the environment, having particular regard to-.

Environmental monitoring is important to confirm that there are no unacceptable effects or risks for the environment resulting from PPP use.
The biocidal product has no unacceptable effects itself, or as a result of its residues, on the environment, having particular regard to the following considerations:-.
Calls on the Commission and the Member States to strictly apply Article 4 of the Regulation andto adopt clear scientifically based criteria for what constitutes unacceptable effects on the environment, taking into account real-life exposure(acute and chronic) to multiple plant protection products;
(b)the biocidal product has no unacceptable effects on the target organisms, such as unacceptable  resistance, cross-resistance, or unnecessary suffering and pain for vertebrates;
The precautionary principle should be applied and this Regulation should ensure that industry demonstrates that substances or products produced or placed on the market do nothave any harmful effect  on human or animal health or any unacceptable effects on the environment.
(ii) the biocidal product has no unacceptable effects on the target organisms, in particular unacceptable  resistance or cross-resistance or unnecessary suffering and pain for vertebrates;
The precautionary principle should be applied and this Regulation should ensure that industry demonstrates that pharmaceutical substances or veterinary medicinal products produced or placed on the market have no harmful effects  on human oranimal health nor any unacceptable effects on the environment.
(e) it shall have no unacceptable effects on the environment, having particular regard to the following considerations where the scientific methods accepted by[EFSA] to assess such effects  are available.
Whereas Regulation(EU) No 528/2012 is based on the precautionary principle so as to ensure that the manufacturing and making available on the market of active substances and biocidal products does not result in harmful effects  on human oranimal health or unacceptable effects on the environment;
Active substances used in pesticides can be authorised only if they have no harmful effects  on human and animal health anddo not cause unacceptable effects on the environment, considering in particular the contamination of water and the impact on non-target organisms(such as birds, mammals, aquatic organisms, bees, arthropods, soil organisms, flora).
The precautionary principle should be applied and this Regulation should ensure that industry demonstrates that pharmaceutical substances or veterinary medicinal products produced or placed on the markethave no harmful effects  on human or animal health nor any unacceptable effects on the environment.
In particular, potentially harmful effects  of that plant protection product, or of residues of an active substance, its metabolites, a safener, synergist or co-formulant contained in it, on human or animal health or on groundwater,or their potentially unacceptable effects on plants or plant products or the environment shall be notified.
The phrase may be assigned as a RMM to avoid any potential contamination of groundwater or surface water under vulnerable conditions(e.g. associated to soil type, topography or for drained soils), if an evaluation shows for one ormore of the labelled uses that RMM are necessary to avoid unacceptable effects.
The Commission did not start calculating EU-wide risk indicators for the use of plant protection products until 2019 Member States monitor active substances in water, butthere is no EU-wide data on PPP use 44 Environmental monitoring is necessary to confirm that there are no unacceptable effects or risks for the environment resulting from PPP use.
Whereas the precautionary principle should apply, and whereas Regulation(EC) No 1107/2009 specifies that substances should only be included in plant protection products where it has been demonstrated that they present a clear benefit for plant production and they are not expected to have any harmfuleffect  on human or animal health or any unacceptable effects on the environment;
Therefore, it should be demonstrated, before plant protection products are placed on the market, that they present a clear benefit for plant production anddo not have any harmful effect on human or animal health, including that of vulnerable groups, or any unacceptable effects on the environment(recital 24).
Whereas under Article 4(3) of the Regulation, a plant protection product, consequent on application consistent with good plant protection practice and having regard to realistic conditions of use, must, inter alia, have no immediate or delayed harmful effects  on human health, including that of vulnerable groups, andmust have no unacceptable effects on the environment;
It has no unacceptable effect on plants or plant products;
Its use, consequent on application consistent with good plant protection practice and having regard to realistic conditions of use,has a harmful effect  on human or animal health or an unacceptable effect on plants, plant products or the environment.
Its residues, consequent on application consistent with good plant protection practice, and having regard to realistic conditions of use, have a harmful effect  on human oranimal health or on groundwater or an unacceptable effect on the environment; or.
By way of derogation from Article 4, a basic substance shall be approved where any relevant evaluations, carried out in accordance with other Community legislation regulating the use of that substance for purposes other than for a plant protection product, show that the substance has neither an immediate ordelayed harmful effect  on human or animal health nor an unacceptable effect on the environment.
