Hana Hukic, President of Republic Commission was talking on possibilities for further improvement of protection of rights in public procurement procedures.
Republic Commission for Protection of Rights in Public Procurement Procedures continuously carries out the activities through which both to the expert and the general public are being presented its positions deriving from the decisions taken[…].
The Public Procurement Office(PPO) andthe Republic Commission for the Protection of Rights in Public Procurement Procedures(RK), were given new powers and greater authority.
A request for protection of rights shall be submitted to the procuring authority, anda copy thereof at the same time is sent to the Republic Commission for the Protection of Rights in public procurement procedures.
It strengthens the 23 powers of Public Procurement Office(PPO) andthe Republic Commission for the Protection of Rights in Public Procurement Procedures('Republic Commission').
The Republic Commission for the Protection of Rights in Public Procurement Procedures shall issue a decision on the request for the protection of rights within a term of five days from the day of receipt of duly completed request.
The Anti-Corruption Agency, Commission for Protection of Competition andRepublic Commission for Protection of Rights in Public Procurement Procedures have signed the Agreement on cooperation.
The Republic Commission for Protection of Rights in Public Procurement Procedures presented its role in the prevention of corruption in public procurement and in that sense the effects of the procedure which is in the competence of this authority.

An analysis of the reports of the Republic Commission for the Protection of Rights in Public Procurement Procedures(hereinafter: Republic Commission) reveals a relatively high percentage of public procurement procedures that were either partially or fully annulled by decision of the Republic Commission.
The need for cooperation arose from the need to detect rigged bids, during which is also possible to detect a link between the contracting authority and bidders indicating to the corruption. Driven by the need to improve its work, the Commission has during November 2016 signed the Agreement on cooperation with the Anti-Corruption Agency andRepublic Commission for the Protection of Rights in Public Procurement Procedures.
Cooperation with the Republic Commission for the Protection of Rights in Public Procurement Procedures is also continued, as well as with the Anti-Corruption Agency, particularly in the context of anti-corruption endeavors relating to public procurements.
Signatories are Deputy of Prime Minister of Government of Serbia and Minister for State Administration and Local Self-Government Kori Udovicki,President of Republic Commission for Protection of Rights in Public Procurement Procedures Hana Hukic and Director of Department for Procurement Policy of European Bank for Reconstruction and Development(EBRD) Jan Jackholt.
One of the preconditions for increasingly efficient work of the Commission is a constant dialogue and qualitative system of information exchange with the competent authorities in the Republic of Serbia", dr Obradović emphasized during the symposium, and as an example of successful cooperation specifically pointed to the recently signed agreement with the Anti-Corruption Agency andRepublic Commission for Protection of Rights in Public Procurement Procedures.
At the sitting held on 24 January, the Committee on Administrative, Budgetary, Mandate and Immunity Issues reviewed andgranted consent to the Republic Commission for Protection of Rights in Public Procurement Procedures to, due to an increase in scope, employ two civil servants under full-time employment contracts and extend the temporary service contract to the employee in charge of software maintenance.

The workshop analyzed issues related to the protection of rights in public procurement procedures, determination of conflict of interests with reference to the conflict of interests in public procurements, public procurements and competition policy, and setting of a joint cooperation areas in the context of the Public Procurement Law, Law on the Anti-Corruption Agency and Law on Protection of Competition.
Any person who is interested in taking part orwho already participates in the public contract award procedure on the basis of this Law may submit an application for the protection of rights to the Republic Commission for Protection of Rights in Public Procurement Procedures against the decisions of the public body which conducts the procedure that may be rebutted separately, and which have been, in the opinion of such person, passed unlawfully.
