What is new in the regulation is defining public interest in the public information sector.

The importance of regulating the system of co-financing projects for the realisation of public interest in the public information sector and its subsequent implementation is of exceptional importance for the improvement of the environment in which Serbian media operate.

The Law on Public Information:“Prohibited is direct and indirect discrimination of editors, journalists, andother personnel in the public information sector, especially discrimination against their political affiliation and belief or other personal characteristic.”.
The funds will not solve all the financial problems of the media, butthey will be a sort of a guarantee of the survival of quality media that fulfill public interest in the public information sector, Veljanovski said.
Key assessment criteria for the competition applications are:the extent to which proposed project activities are appropriate for the realisation of public interest in the public information sector; the extent to which, based on the documents submitted, the applicant provides a better guarantee of his commitment to the professional and ethical media standards.
While Serbia used to have non-transparent media financing,the Law now attempts to regulate this issue by prescribing that the state aid is possible only if it serves the fulfillment of public interest in the public information sector.
The work of the Ministry on the text of the future rulebook on co-financing of projects for the realisation of public interest in the public information sector should confirm and defend the serious step forward made by the Law on Public Information and Media.
A particularly interesting question was whether city municipalities are obliged to implement the provisions of the Law on Public Information andMedia pertaining to securing funds for financing public interest in the public information sector.
It is precisely in this context that ANEM believes that regulating the system of co-financing of projects for the realisation of public interest in the public information sector is of exceptional importance and ANEM is prepared to offer any kind of support for the fulfillment of this goal.
There will be public competitions for the projects pertaining to: Production of media content(at least 90% of the amount allotted from the budget for a public competition); Organisation of and participation in expert, scientific and other adequate gatherings or events and improving professional andethical standards in the public information sector.
With regard to the above stated,it is exceptionally important that the rulebook on co-financing of projects for the realisation of public interest in the public information sector does not leave room to anyone at any level of authority to diverge from the unified methodology, rules and criteria.
Part of the budget of the Republic of Serbia, part of the budget of the Autonomous Province,part of the budget of each local self-government unit is allocated for co-financing of projects in the public information sector for the realisation of public interest.
Any provision in the future rulebook on co-financing of projects for the realisation of public interest in the public information sector that would underscore that the manager of the authority that published the call for project proposals may decide on the distribution of funds in a manner that is not in accordance with the selection panel's recommendation would be superfluous, unnecessary and it would create confusion regarding the process.
In that sense, ANEM suggests that the particular attention be paid to the following: First, the same rules andthe same criteria for co-financing of projects for the realisation of public interest in the public information sector must be applicable to all, without exceptions.
The Law introduces novelties regarding definition of media and the answer to the question as to who may be media founder.For the first time it establishes rules pertaining to the public interest in the public information sector, as well as to regulating the manner of state participation in media financing by means of project-based co-financing.
The fact that the aid is allocated based on the public competition must not grant amnesty from responsibility in the cases where the competition, the allocation of funds orthe subsequent use thereof are not implemented in accordance with the provisions of the rulebook on co-financing of projects for the realisation of public interest in the public information sector, the Law on Public Information and Media, and the Law on State Aid Control.
