Whereas Council Directive 64/433/EEC of 26 June 1964 on health problems affecting intra-Community trade in fresh meat(6) has been amended by Directive 88/288/EEC(7) in relation to trade in offal, as well as in relation to the possibility of adopting other examinations in the framework of ante-mortem and post-mortem health inspection in order to take account of particular local situations; whereas the same health guarantees offered by Directive 64/433/EEC should also apply to imports from third countries.

Whereas the implementation of the Council Directive of 26 June 1964 1 on health problems affecting intra-Community trade in fresh meat, as last amended by the Council Directive of 27 October 1970, 2 will not have the desired effect so long as intra-Community trade is hindered by differences between the health requirements of Member States concerning meat; whereas to eliminate such differences the health provisions of the Member States concerning meat must be approximated;
Each Member State shall ensure that meat products intended for intra-Community trade are prepared from orwith:- fresh meat as defined in Article 1 of Council Directive 64/433/EEC of 26 June 1964 on health problems affecting intra-Community trade in fresh meat(3), as last amended by Directive 75/379/EEC(4), and fulfilling the animal health requirements of Articles 3 and 4 of Directive 72/461/EEC.
Whereas the Council Directive of 26 June 1964 2 on health problems affecting intra-Community trade in fresh meat entered into force on 30 June 1965;
Whereas Council Directive 77/99/EEC of 21 December 1976 on health problems affecting intra-Community trade in meat products(2) has been applicable since 1 July 1979;
