PL Soil degradation is a fact.

Today we know as a matter of certainty that Europe, particularly its southern regions,will have to cope with water shortages and soil degradation.

I should like to highlight the need to develop a European strategy aimed at identifying andresolving issues relating to soil degradation.
At very high concentrations(more than 1% tar in the soil), degradation will be slow with the risk that degradation stops altogether.
I would like to emphasise the importance of preparing a European strategy to recognise andresolve problems associated with soil degradation.
This includes the development of a communication on major soil degradation issues such as erosion, contamination and organic matter, as well as a proposal for a soil monitoring directive.
The Commission will examine the detailed proposals for a soil catalogue, soil mapping and zoning,which should be geared to solving specific soil degradation problems.
Approaches to combating soil degradation must include a strategy for soil conservation by focusing greater attention on the maintenance of hydraulic systems used in agriculture and on afforestation programmes.
This means reviewing measures that are taken through the Convention, in order to maximise the effectiveness andefficiency of our work in combating soil degradation and poverty.
Soil degradation is continuing across Europe, given that existing legislation is inadequate to combat phenomena such as erosion, the loss of organic material, compaction, salinisation, landslides and contamination.
There is an urgent need for relevant provisions that will allow degraded land to be put back into use andwill also limit soil degradation and ensure that the soil is exploited in a sustainable manner.
I believe that for areas where soil degradation needs to be stopped urgently we must use urgent terminology;soil at risk must be indicated with a negative term to underscore the seriousness of the situation.
The CAP post-2013 will also have to deal with many environmental challenges,including the issue of soil degradation in Europe, which, today, is a very serious problem heightened by the issue of climate change.
Who will comprehensively insure a farmer-investor and the risk of financing investments, the risk of fluctuations in the price of produce, the price of fertilisers, feeds and fuel,the risk of global climate change, soil degradation, drought, hurricanes, flooding and storms?
I stress that,while this political impasse remains, soil degradation is continuing, as has been made very clear by the scientific community, for instance at a high-level conference on soil and climate change recently organised by the Commission.
Finally, we need to acknowledge that water scarcity and droughts have direct effects on social, economic and territorial cohesion, as the impact is more pronounced in certain regions, leading to land abandonment,forest fires and soil degradation, and hindering significantly the development of those regions.
The introduction of proper regulation restricting soil degradation and ensuring sustainable soil usage, while at the same time returning degraded areas to cultivation will undoubtedly constitute a step forward as regards protection of the resources of the natural environment.
I therefore feel that both the European Commission and the Member States must ensure that, before the 2004 Spring Summit, three objectives are fulfilled: first of all, extending the list of structural indicators that serves as a basis for evaluating the performance of Member States, including new environmental indicators that evaluate the European situation in areas such as water resources,biodiversity, soil degradation, chemical pollution and food safety.
As the Commission's impact assessment demonstrates that soil degradation is worsening, concern is increasing about protecting the soil, linked also to concerns about climate change, safeguarding sufficient and clean water, protecting biodiversity and fighting against desertification and deforestation.
In short, I think that the methodology of the proposal for a directive, based on prevention, raising awareness among citizens, providing information, identifying priority areas of degradation and making inventories of contaminated soil along with programmes of national measures and rehabilitation strategies is a coherent, efficient andflexible approach to dealing with the problem of soil degradation in Europe, while respecting the diversity of national situations and options.
I wish to express my concern about the consequences of natural degradation of the soil and degradation caused by human activity.
