This month the Council started to debate the first of two proposals for directives on legal immigration.

As the Community has adopted a newapproach to radio frequencies, namely to take action within the framework of the ERC, the two proposals for Directives submitted by the Commission on the assignment of frequency bands for the introduction in Europe of the terrestrial flight telecommunications system(TFTS) and road transport telematic systems(RTT) have been withdrawn.
In particular, two proposals for directives, the first on voluntary part-time work(1982) and the second on temporary work and fixed-term contracts(1982), even amended(in 1983 and 1984 respectively), aimed at protecting those involved in these forms of working, whose numbers are increasing, against certain forms of abuse and discrimination, have not obtained the required unanimity and are still before the Council.
The Commission pushed ahead with its programme agreed on 18 March 1987 for opening up the market for government contracts.
