The GM and the secretariat provided support and advice, on request and also individually,to countries on action programme alignment and related documentation.
A number of technical notes for additional guidance to the action programme alignment process have been prepared and shared with Parties as part of the secretariat ' s outreach efforts in this area.
Furthermore, the secretariat has implemented capacity-building activities as a cross-cutting component in most of its initiatives under the other operational objectives,particularly on the reporting process, action programme alignment and fundraising.
Invites affected country Parties to use the guidelines for national action programme alignment provided by the secretariat and adapt them to their countries ' needs;

The secretariat and GM have been, through designated officers at headquarters, working together to strengthen regional cooperation among Parties of Northern Mediterranean(Annex IV), and CEE(Annex V). They also supported these regions by facilitating the exchange of information among Parties, supporting the respective regional Chairs, and identifying regional priorities(see document ICCD/COP(10)/3), and promoted closer cooperation between the Parties ofAnnex V by facilitating the exchange of views on their action programme alignment process and facilitating their cooperation with the EC.
The 2012- 2013 joint work programme(JWP) that was approved by COP 10 focuses on four major aspects of joint work between the GM and the secretariat:support to regional coordination, action programme alignment, the reporting and review process, and the implementation of the common fundraising strategy.
