The Alliance underlined the importance of implementing the Hyogo Declaration and the Hyogo Framework for Action 2005-2015,particularly commitments relating to assistance to developing countries, including the small island developing States.
Finally, we note with deep concern that, while the developing countries are striving, against all odds, to implement their part of the commitments by devising national development strategies, improving governance and creating a macroeconomic climate conducive to growth, trade and investment,our development partners have yet to fulfil all their commitments related to development assistance and financing, trade, technology transfer and other areas of cooperation.
The Global Governance Group recognizes that the Group of Twentycan play a role in pushing for the fulfilment of commitments related to official development assistance, including the commitments made by many developed countriesto achieve the target of allocating 0.7 per cent of their gross national product for official development assistance to developing countries by 2015, as well as the target of allocating between 0.15 and 0.20 per cent of their gross national product for official development assistance to the least developed countries.
The EU was ready to accept special and differential treatment, possible exemptions,and technical assistance for LDCs and some other countries when commitments related to these rules were too difficult to implement.
In this context, the Ministers stress the necessity to urgently address the problems, emphasizing that such a crisis should not be used under any circumstances as an excuse to slow down or not fulfil the obligations and commitments of the developed partners towards the developing countries,including commitments related to international development assistance.
We recognize that the fulfilment of all commitments related to official development assistance is crucial, including the commitments by many developed countries to achieve the target of 0.7 per cent of gross national product for official development assistance to developing countries by 2015, as well as a target of 0.15 to 0.20 per cent of gross national product for official development assistance to the least developed countries.
Reiterate the need for the development cooperation commitments to be fulfilled by developed countries, particularly those related to Official Development Assistance including through technology transfer and development;
It was deeply regrettable that, 20 years after its adoption, the commitment to devote 0.7 per cent of GNP of developed countries to official development assistance and related commitments concerning the least developed countries, remained unfulfilled.
They articulated fears that the increasing emphasis on JI might divert attention from the effective implementation of obligations under the Convention,and the related concern that JI would replace these existing commitments, particularly those relating to financial assistance and technology transfer.
This Council Decision involves the ISU supporting States Parties infulfilling various Cartagena Action Plan commitments related to mine clearance, victim assistance and universalization.
