An annual evaluation of progress in implementing the agenda will be conducted.

This demonstrates the strong desire on the part of LDCs and their development partners for effective andresult-oriented monitoring and evaluation of progress in implementing the actions commitments of the Programme of Action and the results achieved of the Programme of Action.
The review sessions will undertake an evaluation of progress in implementing Agenda 21,1 the Programme for the Further Implementation of Agenda 212 and the Plan of Implementation of the World Summit on Sustainable Development(Johannesburg Plan of Implementation), 3 while focusing on identifying constraints and obstacles in the process of implementation with regard to the selected thematic cluster of issues for the cycle.
The Commission further decided that its first review session, scheduledfor April 2004, would undertake an evaluation of progress in implementing Agenda 21, the Programme for the Further Implementation of Agenda 21 and the Johannesburg Plan of Implementation.
Noting with satisfaction that the Commission at its sixteenth session undertook an in-depth evaluation of progress in implementing Agenda 21, the Programme for the Further Implementation of Agenda 21 and the Johannesburg Plan of Implementation, focusing on the thematic cluster of issues on agriculture, rural development, land, drought, desertification and Africa and identified best practices, constraints and obstacles in the process of implementation.
At the 7th meeting, on 27 February 1998, the Vice-Chairman of the Commission, Mr. Robert Louis Cliquet(Belgium), introduced a draft resolution(E/CN.9/1998/L.3)entitled" Importance of population census activities for evaluation of progress in implementing the Programme of Action of the International Conference on Population and Development", which was submitted on the basis of informal consultations.
Noting with satisfaction that the Commission at its fourteenth session undertook an in-depth evaluation of progress in implementing Agenda 21, the Programme for the Further Implementation of Agenda 21 and the Johannesburg Plan of Implementation, focusing on the thematic cluster of issues on energy for sustainable development, industrial development, air pollution/atmosphere and climate change, and identified best practices, constraints and obstacles in the process of implementation.
