Article 18 of the Act defines foundlings as:(a) Children of unknown parentage, for whom no one is legally obliged to provide support;(b) Lost children who are unable to provide information concerning their families ' whereabouts due to their young age, their mental retardation or the fact that they are deaf and dumb, and whose families make no attempt to recover them".

بدأت وزارة الشؤون الاجتماعية والعمل في عام 2010 بمشروع تقييم واقع الرعاية البديلة للأطفال فاقدي الرعاية الوالدية، وتم استقدام خبراء دوليين في هذا المجال وذلك بغية الوصول إلى نظام رعاية بديلة أكثرفاعلية، وعندما لا يكون بالإمكان وضع اللقيط في المؤسسات الأهلية القادرة على تربية الأطفال، يوضع مثل هؤلاء الأطفال في أحد المركزين المتوفرين للقطاء وهما مؤسسة رعاية الطفولة في دمشق ودار كفالة الطفل في حلب

The institutions catering for the welfare of foundlings and vagrants include the Zeid ibn Haritha Child Welfare Centre at Damascus, which provides health, educational and social care and support for foundlings until they become self-supporting or are placed in a foster family in accordance with the conditions laid down by the Ministry of Social Affairs and Labour.

وتشمل تلك المؤسسات التي تقوم برعاية اللقطاء والمشردين دار زيد بن حارثة لرعاية الطفل بدمشق، وتهتم هذه الدار بالعناية بالأطفال اللقطاء وكفالتهم، وتقديم الرعاية لهم من كافة النواحي الصحية والتربوية والاجتماعية وذلك حتى يستطيعوا العيش معتمدين على أنفسهم أو حتى تحتضنهم أسر بديلة وفق الشروط التي تحددها وزارة الشؤون الاجتماعية والعمل

The Syrian civil registrar names foundlings(Personal Status Code, arts. 34- 36). The Personal Status Code states that health institutions must notify the competent authorities in order to find a family to care for such children. There must be no reference in the birth certificate or the register of births to the fact that a child is of unknown parentage or bears the name or family name of a male or female head of household.

يقوم أمين السجل المدني بتسمية اللقطاء(المواد 34-36 من قانون الأحوال المدنية)، ويوجب القانون أيضاً على المؤسسة الصحية إخطار الجهات المختصة لتأمين أسرة لرعايته، ولا تجوز الإشارة بأي شكل سواءً في شهادة الميلاد أو في سجل قيد المواليد إلى كون الطفل مجهول النسب، أو ما يفيد بأن الطفل يحمل اسم رب أو ربة الأسرة أو لقب أي منهما

The civil registrar names foundlings(Personal Status Code, arts. 34- 36). The Personal Status Code sets out the method of registration and the obligations required of the father, doctor, midwife and hospital directors. A fine or a penalty of imprisonment for between 10 days and 1 month will be imposed if the time limits for registration are exceeded(Personal Status Code, art. 22 et seq.).
