Generally, the major constraint that is faced by the subregional offices in the implementation of multi-year programmes has been resources, especially as regards adequacy, timeliness and predictability(to plan specific time lines for the various activities beyond a given biennium).
We salute ECA ' s ongoing efforts to strengthen the subregionalcomponent of its regional integration agenda through the five SROs and the implementation of multi-year programmes of assistance to RECs.
Efforts are being made to strengthen partnerships through the implementation of multi-year programmes with key partners and stakeholders in southern Africa, including the Southern African Development Community(SADC), the NEPAD secretariat and the Development Bank of Southern Africa.
To this end, the subregional offices have been called upon to take up a leadership role in strengthening subregional relationships anddeveloping functional networks, through the implementation of multi-year programmes in each subregion.

As disaster risk management requires an increasingly complex response in today ' s world, UNDP is spearheading the challenge of embedding disaster risk management and prevention in the MDGs at the national and global levels andto secure the resources required for the formulation and implementation of multi-year programmes.
On the basis of the report of the ad hoc expert group meeting on assessing multi-year programmes, the Committee identified the way forward towards implementation of multi-year programmes of cooperation, Subregional Office and the respective regional economic communities.

Based on the lessons learned, actions to be undertaken and reflected under the proposed programme budget for 2010-2011 include:(a) strengthening the regional consultation mechanisms of the United Nations in support of the African Union and NEPAD;(b) working on tailored monitoring and evaluation guidelines to support the results-based-management strategy of ECA;(c)fast-tracking the implementation of multi-year programmes;(d) strengthening the business processes and culture at ECA; and(e) setting up more proactive approaches to help mobilize additional resources.

Calls upon Governments, financial institutions and other organizations to make financial contributions in order to facilitate UnitedNations Environment Programme participation and support to the implementation of multi-year programme of work and Plan of Action of the United Nations Forum on Forests.
Assistance will beprovided to the Arab Maghreb Union in the formulation and implementation of multi-year collaborative programmes to enable it to implement the NEPAD framework as well as the internationally agreed development goals, including the Millennium Development Goals.
The chapter also reviews themajor achievements of the five subregional offices in the context of the implementation of the multi-year programmes agreed with the major regional economic communities in the subregions.
A more rational implementation of multi-year national survey programmes is often lacking, and the absence of regular global needs assessments and prioritization mechanisms have resulted in insufficient and arbitrary support to some countries and competing support in others.
The Security Council should continue to mandate the development and implementation of multi-year joint United Nations programmes for police, judicial and corrections institutions, and ensure that they are assessed, planned, implemented, monitored and evaluated jointly.
The evaluation covers the implementation of programmes and activities in the context of the Multi-year Programmes signed between the SROs and RECs/IGOs.
We call for strengthening RCM-Africa through the provision of human and financial resources and operationalization of subregional coordination mechanisms, as a formal link between the UnitedNations and the RECs, the optimal implementation of the subregional multi-year programmes and the effective implementation of the Ten-Year Capacity-Building Programme of the AU;
