Decides to establish an inter-sessional working group, within available resources, open to all States members of the Commission and observers,to elaborate guidelines in order to facilitate reporting by Governments on the implementation of the Global Programme of Action adopted by the General Assembly at its seventeenth special session, and on progress achieved in meeting the goals and targets for the years 2003 and 2008, as set out in the Political Declaration of the twentieth special session;

Mindful that the Economic and Social Council, in its resolution 1991/38 of 21 June 1991, on the terms of reference of the Commission on Narcotic Drugs, considered that the Commission should apply an integral and balanced approach to the drug problem, taking into account all its aspects,and called upon the Commission to review the implementation of the Global Programme of Action adopted by the General Assembly at its seventeenth special session.

For its consideration of this issue at its forty-second session in March 1999, the Commission had before it two notes by the Secretariat, entitled“Guidelines for reporting on the implementation of the Global Programme of Action and on the follow-up to the twentieth special session of the General Assembly”(E/CN.7/1999/2)and“Implementation of the Global Programme of Action adopted by the General Assembly at its seventeenth special session”(E/CN.7/1999/4).

Items 7 and 8, on the implementation of the Global Programme of Action adopted by the General Assembly at its seventeenth special session and General Assembly resolutions on international drug control, seem to be the most appropriate items to merge with the item on general debate, under which policy matters will also be discussed.

At its forty-second regular session, held in March 1999, the Commission examined its new mandates emanating from the twentieth special session of the General Assembly and adopted resolution 42/4,entitled" Guidelines for reporting by Governments on the implementation of the Global Programme of Action and on the progress achieved in meeting the goals and targets for the years 2003 and 2008, as set out in the Political Declaration adopted by the General Assembly at its twentieth special session".
Finally, following the United Nations Global Conference on the SustainableDevelopment of Small Island Developing States, the General Assembly had requested that the capacity of UNCTAD be strengthened in order to support the implementation of the Programme of Action adopted by the Global Conference.
