The policy on programme cost recovery reflected two types ofrecovery that were applied, namely general management support and implementation support services.

The Division provides all implementation support services necessary for directly obtaining, or otherwise assisting the operations divisions in obtaining, the goods, services, civil works, human resources, training and other inputs required in respect of the four main project budget components.
General management services will be recovered through the feemodality(at a rate of 5 to 7 per cent), while implementation support services will be directly charged to the project budget.
The current focus is to provide implementation support services to partners in the following areas: physical infrastructure; public order and security; census and elections; environment; and health- all areas in which UNOPS has a recognized ability to enhance the capacities of United Nations agencies and partners.
The Board of Auditors also noted that, owing to insufficient United Nations resources,the contractor had been requested to provide since 1993 implementation support services for a total cost evaluated at $3.2 million, of which $1.9 million was for data standardization.
In developing the cost recovery policy, UNDP has categorized the services provided as general management support services, including general oversight, and implementation support services; the latter relates to transactional services provided mainly by country offices directly to programmes and projects(see DP/2003/28, paragraph 131 and DP/2004/35, paragraphs 36 to 49 and annex D).
The current contract for developing the system is being reviewed to reduce the scope of the project(see paras. 26-29 above),revise the development-related costs of payroll applications and provide for implementation support services until April 1995(data cleansing,implementation coordination, data collection for testing), as well as maintenance support(see sect. VI below).
The services are categorized as either: general management services(GMS),which relates to the general oversight and management functions of UNDP; and implementation support services(ISS), which relates to transactional services provided by UNDP(mostly country offices) directly to programmes and projects. The revised cost-recovery policy clarifies the nature of costs incurred under each category and recommends specific recovery modalities.
This includes development of relevant instruments, provision of administrative support to convention secretariats, provision of advisory services or technical assistance to individual Parties(for example, in enhancing relevant national legislation or institutions and promoting scientific cooperation or good practice),project implementation support services, including those funded through the Global Environment Facility, and awareness-raising among government officials and relevant stakeholders at the national, subregional or regional levels.
They represent: interest income; the attribution of project costs that are locally managedand flow through country-office extrabudgetary accounts(formerly implementation support services); and the attribution of project costs that are centrally managed and flow through corporate extrabudgetary accounts(see paragraphs 93 to 94).
These pertained to(a) implementing a software system to assist business units in procurement planning;(b)recovering implementation support services; and(c) auditing certain DIM projects of the United Nations Capital Development Fund.
These implementation support service(ISS) fees are considered direct costs, based on the harmonized cost definitions, because these are clearly linked to specific activities within programmes and projects.
