The Euratom Programme should seek to promote the attractiveness of the research profession in the Union, having the general aim of increasing the visibility of science in society but also hav ing the aim of preventing any skills shortage in the U nion or' brain- drain' from the U nion to third countries.
In order to achieve its general objectives, the Euratom Programme shall support complementary activities(direct and indirect, coordination and stimulating joint programming) that ensure synergy of research efforts in solving common challenges such as materials, coolant technology, reference nuclear data, modelling and simulation, remote handling, waste management, radiation protection.
(13) The Euratom Programme should seek to promote the attractiveness of the research profession in the Union with the general aim of increasing the visibility of science in society but also with the aim of preventing any skills shortage in the Union or'brain- drain' from the Union to third countries.
The Euratom Programme shall strengthen the research and innovation framework in the nuclear field and coordinate Member States' research efforts, thereby avoiding duplication, providing Union added value, retaining key skills and critical mass in key areas and ensuring that public funding is used in an optimal way.
Previous actions in the Euratom fission programme have addressed the rapid development and deployment of medical technologies using ionising radiation and the specific challenges these pose as regards radiation protection of patients and medical staff.
The Programme shall be financed through a maximum contribution of EUR 2,573 million(in current values) over and above the ceilings of the MFF, namely outside Heading 1A, andin addition to the budget for the Horizon 2020 Framework Programme, the Euratom Framework Programme or other Union programmes, while maintaining the full powers of the European Parliament and the Council.
The measures supporting the objectives of this Regulation should also be supported by exploiting further synergies with the direct andindirect actions of the Euratom Framework Programmes in nuclear research and training.
In this respect the texts of both programmes(Euratom and EU FP9) under the next MFF have been reinforced to ensure that the necessary interactions related to ITER are clearly stated.
