From my point of view as rapporteur on the Asylum Procedures Directive, I believe that the level of harmonisation as it stands is inadequate and is detrimental to the quality and efficiency of the process.
The Council and the European Parliament already reached agreement on the Qualification Directive and the Reception Conditions Directive, while negotiations on the recasts of the Dublin Regulation,the Eurodac Regulation and the Asylum Procedures Directive have entered their final phase.
Although established in the Asylum Procedures Directive, time-limits vary considerably among Member States and between April 2015 and April 2016, on average 50% of cases in the European Union have been pending for more than six months.
The issues raised and the suggestions put forward during the consultation have provided the basis for the Policy Plan that lists the measures that the Commission intends to propose in order to complete the second phase of the CEAS,including the proposal to amend the Asylum Procedures Directive.
I support the call for the improvement of the existing legislation with regard to both the Asylum Procedures Directive, the Directive determining the conditions for reception, and the Directive that grants or withdraws refugee status.

Two legislative texts, part of the Common European Asylum System(the Directive of the Qualification and Status of Refugees and the Directive on the Reception Conditions for asylum seekers) have already been adopted,while the other two pending texts(the Asylum Procedures Directive and the EURODAC Regulation) are proceeding swiftly.
Some have consistently held, since the debate on the proposal for the Asylum Procedures Directive, that a Regulation laying out provisions which are directly applicable is the most effective legal instrument for securing the rights of applicants and equality of treatment across the Member States.
As in the Asylum Procedures Directive, the exceptions to the right to remain during the administrative procedure are limited, clearly defined in the proposal and relate to subsequent applications and cases of surrender or extradition to another Member State in accordance with a European Arrest Warrant, to a third country or to an international criminal court or tribunal Article 9.
The Commission is also urging Greece andMalta to communicate the national measures taken to fully transpose the Asylum Procedures Directive(), which sets out common procedures for granting and withdrawing international protection, and the Reception Conditions Directive(), which deals with access to reception conditions for asylum seekers while they wait for examination of their applications.
These include the adoption of the Asylum Qualifications Directive andthe political agreement reached on the Asylum Procedures Directive; the political agreement on the Directive on the admission of third country nationals for studies and related purposes; the adoption of the Regulation on a European Enforcement Order for uncontested claims; and the general agreement on the text of the Framework Decision on the mutual recognition of confiscation orders.
