The two proposed Directives concerning common rules for the electricity and gas sectors hinged on the following factors.
Report to the Council andthe European Parliament on harmonisation requirements Directive 96/92/EC concerning common rules for the internal market in electricity.
Article 24 of Directive 98/30/EC concerning common rules for the internal market in natural gas allows Member States to take necessary safeguard measures in the event of a sudden crisis in the energy market.
On 24 February1992 the Commission forwarded to the Council a proposal concerning common rules for the internal market in electricity.
The next step was the approval of the Directives concerning common rules for the internal market in electricity and natural gas, which were adopted following a complex process that began with the first Commission drafts.
All Member States have now adoptednational legislation implementing the provisions of the Directive concerning common rules for the internal market in electricity.
The Directives concerning common rules for the internal market in electricity and natural gas were finally adopted in 1996 and 1998 respectively and since then have been incorporated, not without some difficulties, into the national legislation of Member States.
The Commission adopted its proposal of the proposal for a Directive amending Directives 96/92/EC and98/30/EC concerning common rules for the internal markets in electricity and natural gas on 13 March 2001.
For the full transposition of Directive 96/92/EC concerning common rules for the internal market in electricity, the Regulation of Electricity Market Law No 122(I) of 2003 and a full set of implementing legislation concerning market rules, licensing, consumer protection and grid rules have been approved and became fully effective as of May 2004.
