The present Decision would amend Annex I to Directive76/769/EEC by adding the following chemical substances: DEGME, DEGBE, MDI and cyclohexane.
Cyclohexane is primarily used in the production of nylon fibers, which are processed into textiles and engineering plastics.
No organic solventsshall be used in their preparation other than cyclohexane, dimethylformamide, ethyl acetate, isobutanol and isopropanol.
Cyclohexane also occurs naturally in combustion products, including tobacco smoke, in crude oil and plants, and in gasoline vapours.
Industrial applications===A practical example of the use of Raney nickel in industry is shown in the following reaction, where benzene is reduced to cyclohexane.
Examples for organic polymer solutions with UCST are polystyrene in cyclohexane, polyethylene in diphenylether or polymethylmethacrylate in acetonitrile.
Cyclohexane is also used as a solvent for, amongst other things, the neoprene-based contact adhesives used in the leather(shoes), automobile and construction industries.
Benzene is needed as a precursor for the chemical synthesis of many compounds, mainly ethylbenzene, cumene, cyclohexane, nitrobenzene, and alkylbenzene.

Among the discontinued solvents in Part III is cyclohexane, and that because the SCF did not have adequate safety-in-use tests available in time.
In order to protect the consumers, it therefore appears necessary to restrict the placing on the market and the use of preparations containing DEGME, DEGBE,MDI and cyclohexane during specific applications.
Low: High costs as there are currently no alternatives to replace cyclohexane especially for small-scale applications such as shoe repairing.
Adhesives containing cyclohexane are considered the main consumer use and the risk assessment was focused specifically on carpet laying applications for which the highest exposure was expected.
Risk assessments in the framework of Regulation(EEC) No 793/93 of 23 March 1993 on the evaluation and control of the risks of existing substances, have been carried out for DEGME, DEGBE,MDI and cyclohexane.
The risk assessment for cyclohexane focused on the exposure of consumers during the use of preparations containing cyclohexane for carpet laying, and concluded that restriction measures were necessary to reduce the risk for consumers during such applications.
Cyclic delocalization of the six electrons of cyclopropane's three CC σ bonds was given by Michael J. S. Dewar as explanation of the- compared to cyclobutane- relatively low strain energy ofcyclopropane"only" 27.6 vs. 26.2 kcal mol-1, cyclohexane as reference with Estr 0 kcal mol-1.
Cyclohexane is used as asemi-finished product in chemical synthesis(incl. the production of cyclohexanone), as areagent in laboratories, cleaning and foaming agent, in the production and processing of polymers, paints and surface coatings as well as afuel additive.
Due to the fact that there is a need for limiting the risks for consumers and in particular for ensuring adequate protection during the“Do-It-Yourself” uses, certain restrictions should be applied for preparations containing DEGME, DEGBE,MDI or cyclohexane which are placed on the market for supply to the general public.
Without prejudice to other Community legislation concerning the classification, packaging and labelling of dangerous substances and preparations, neoprene based adhesives containing cyclohexane in concentrations equal to or higher than 0.1% by mass that are placed on the market for supply to the general public after[24 months after the entry into force of the Decision] shall be legibly and indelibly marked as follows.
Without prejudice to other Community legislation concerning the classification, packaging and labelling of substances and mixtures, suppliers shall ensure before the placing on themarket that neoprene-based contact adhesives containing cyclohexane in concentrations equal to or greater than 0,1% by weight that are placed on the market for supply to the general public after 27 December 2010 are visibly, legibly and indelibly marked as follows.
