The number of non-Mediterranean EU states has increasedmarkedly and this has made MPCs wary and fearful that the EU may lose interest in addressing EMP issues(such as migration, trade, energy, investment and agriculture) and that competition in the EU market may increase.
In agreement with the MPCs' consultative committees and councils- or with their social partners' organisations and socio-occupational organisations- it will exert the necessary pressures on the Community authorities and the Member States to ensure that the democratic principles of participation flourish in the practical involvement of all the actors concerned in the implementation of the NAP, and in the planning and implementation of the subsequent stages of the ENP.
Agricultural organisations in both the EU and the MPCs must be encouraged to engage in exchanges and contacts, so that they too can play a part in the growth of a free trade area, through various MEDA programme initiatives.
In agreement with the MPCs' consultative committees and councils- or with their social partners' organisations and socio-occupational organisations- it will exert the necessary pressures on the Community authorities and the Member States to ensure that the democratic principles of participation flourish in the practical involvement in the implementation of the NAP, and in the planning and implementation of the subsequent stages of the ENP, of all the actors concerned.
With the exception, to a certain extent, of Syria, MPCs have fully accepted the need for structural economic reforms to purge finances, stabilise currency, cut inflation and domestic debt, speed up economic growth and raise living standards.
Cooperation between the authorities in the EU Member States and the MPCs, with assistance from civil society organisations, should focus on the sharing of information, results, good practices and research so as to reduce the number of juvenile recruits, who aid and support international criminal and terrorist circles.
