Existing authorisations.
Article 17 of the Authorisation Directive, entitled‘Existing authorisations', reads as follows.
Agrichem BV(‘Agrichem') held existing authorisations for seven products which contained ethofumesate as an active.
In any event, it must be pointed out that the 11th recital in the preamble to Directive 2005/53 also states that‘experience has shown that difficulties can arise in interpreting the duties of holders of existing authorisations in relation to access to data.
Member States must withdraw or amend existing authorisations to comply with the EU restrictions by 30 September 2013.
Existing authorisations, which include rights deriving from ownership of a port or of property in a port, may remain in force unchanged after the date foreseen in Article 7 1.
In particular, Member States must, within that period, review existing authorisations and, where appropriate, grant new authorisations in accordance with the provisions of the Directive.
Regulation No 3600/92 13lays down the procedure for the inclusion in Annex I to Directive 91/414 of certain active substances contained in plant protection products covered by existing authorisations, referred to in Article 8(2) of that directive.
In particular they shall, in accordance with Directive 91/414/EEC, where necessary,amend or withdraw existing authorisations for plant protection products containing amitrole, diquat, pyridate or thiabendazole as active substances by that date.

For dimethoate andoxydemeton-methyl Member States shall have to review existing authorisations in accordance with Article 4 of Directive 91/414/EEC(6), as last amended by Commission Directive 2002/64/EC(7) in order that authorised uses do not lead to MRLs being exceeded.

After inclusion, Member States should be allowed a reasonable period within which to implement the provisions of Directive 91/414/EEC as regards plant protection products containing alpha-cypermethrin, benalaxyl, bromoxynil, desmedipham, ioxynil orphenmedipham, and in particular, to review existing authorisations to ensure that the conditions regarding those active substances set out in Annex I to Directive 91/414/EEC are satisfied.
In the event of a later limitation of the numberof service providers for one or more port services, all existing authorisations for this service or services at the moment these limitations appear, shall remain in force until they expire, provided that the investment opportunity was generally available.
After inclusion, Member States should be allowed a reasonable period within which to implement the provisions of Directive 91/414/EEC as regards plant-protection products containing propineb or propyzamide, andin particular, to review existing authorisations to ensure that the conditions regarding those active substances set out in Annex I to Directive 91/414/EEC are satisfied.
Member States shall in accordance with Directive 91/414/EEC, where necessary, amend or withdraw existing authorisations for plant protection products containing chlorpyrifos, chlorpyrifos-methyl, mancozeb, maneb or metiram as active substances by 31 December 2006.
Following the adoption of this Regulation the Commission assisted by the Standing Committee on Food Chain andAnimal Health should review all the existing authorisations for criteria, other than safety, such as intake, technological need and the potential to mislead the consumer.
In particular they shall, in accordance with Directive 91/414/EEC, where necessary,amend or withdraw existing authorisations for plant protection products containing lambda-cyhalothrin as an active substance by that date.
