In this regard, verification and cooperation between Member States andContracting Parties to ICCAT involved in the trade of bluefin tuna constitute very important provisions of the ICCAT Bluefin tuna catch documentation programme.
The Council adopted a regulation establishing a catch documentation programme for bluefin tuna, following a first-reading agreement with the European Parliament under the ordinary legislative procedure(17/10).
The regulation, which amends regulation 1984/2003, implements conservation and management measures adopted by the International Commission for the Conservation of Atlantic Tunas(ICCAT),by incorporating the provisions of the ICCAT bluefin tuna catch documentation programme with a view to identifying the origin of all bluefin tuna.
This Regulation establishes a Community bluefin tuna catch documentation programme in order to support the implementation of conservation and management measures adopted by the International Commission for the Conservation of Atlantic Tunas(ICCAT).
(4) As part of the measures to regulate stocks of bluefin tuna, improve the quality and reliability of statistical data and in order to prevent, deter and eliminate illegal fishing, the ICCAT has adopted at its annual meeting in Marrakesh(Morocco), on 24 November 2008,the Recommendation 08-12 amending Recommendation 07-10 on an ICCAT bluefin tuna catch documentation programme.
The Commission shall publish on its website and in the Official Journal of the European Union(C series)the list of the catch documentation schemes which are recognised in accordance with Article 14 and shall update it on a regular basis.

Where a catch documentation scheme adopted by a Regional Fishery Management Organisation has been recognised as a catch certification scheme for the purposes of this Regulation, the flag state notifications made under such catch documentation schemes are deemed to be done in accordance with the provisions laid down in paragraph 1 of this Annex and the provisions of this Annex should be deemed to apply mutatis mutandis.
The Member State responsible for the farm shall take the necessary measures to prohibit placing in cages for farming or fattening bluefin tuna that are not accompanied by accurate, complete and validated documentation required by ICCAT including those required by this Regulation and Regulation(EU) No 640/2010 of the European Parliament andof the Council of 7 July 2010 establishing a catch documentation programme for bluefin tuna Thunnus thynnus and amending Council Regulation(EC) No 1984/20034.
The Commission is empowered to adopt delegated acts in accordance with Article 29 supplementing this Regulation by defining the technical specifications of a system for full documentation of catches and discards referred to in paragraph 1 of this Article.
