As a first step, the Working Group was tasked to undertake an in-depth consideration of all proposals made in the open debate on this issue held at the 4257th meeting.
The mandate was a global mandate, addressing all aspects of cluster munitions- their conception, reliability, technical characteristics and use, bearing in mind international humanitarian law, and lastly, their depollution in accordance with Protocol V. It wasalso an open mandate, as it allowed for consideration of all proposals, including any negotiation proposals. .

A view was expressed in support of the continuation of the Committee's consideration of all the items and proposals on its agenda regarding the question of the maintenance of international peace and security.

Our delegation has participated actively in the consideration of all the reform proposals of the Secretary-General.
After careful consideration of all comments, proposals and amendments, the Working Group agreed on a final text of the draft declaration and decided to submit it to the Sub-Commission on Prevention of Discrimination and Protection of Minorities at its forty-sixth session in 1994.
All of these issues require the thorough and objective consideration of all countries concerned, taking into account the well-known proposals of the Russian Federation.
Mr. SPAANS(Netherlands) referred to statements he had made in the Committee at a previous meeting to the effect that the Committee should agree to consider only those proposals under agenda items 130 to 174 for which previous authorizations to apportion and assess contributions had been given and that consideration of all other proposals should be deferred to January or February 1994.
He also supported the salient points raised in the proposal of the Libyan Arab Jamahiriya, in particular the provision on possible payment of compensation to target and/or third States for damage done by sanctions unlawfully imposed, and encouraged the Special Committee to continue its consideration of all other relevant proposals.
After careful consideration of all potential proposals, I have made a decision.
